In Postponement of Parliament
LONDON (UPI) Opposition
Labor Party Leader Harold
Wilson today accused Prime
Minister Sir Alec Douglas-Home
of "arrogance" in postponing
the next session of Parliament
and charged he was trying to
"dc-Stalinize" his Conservative
party's political record.
Wilson, launching his first
major offensive against Douglas-Home's
government, leveled
the charge during an extraordi
nary House of Commons debate
while Parliament met to end its
current session.
The House of Lords, at the
same time, heard a speech
from Queen Elizabeth II ex
pressing hope that the East
West partial nuclear test ban
treaty may be the forerunner
of further accords "helping to
reduce international tension."
The bitter Commons attack
by the Labor ites centered
Douglas-Home's action in post
poning the start of the next ses
sion of Parliament for two
weeks until after a Scottish by
election Nov. 7 in which he
hopes to win a House of Com
mons scat.
"It is with an arrogance I
find stupefying that the sugges
tion was made that the House
should be prevented from doing
its job to suit the convenience
of one individual," Wilson told
Commons.
Referring to Conservative
tactics since Douglas - Home
took over as prime minister
from ailing Harold Macmillan,
Wilson said:
"It was clear before we
even knew of the prime min
ister's illness what the game
Vote on Sales Tax

said it was the greatest re
sponse it has had for any ballot
it has published, including those
run during presidential cam
paigns. It said the question of whether
the legislature should give the
people a chance to vote on a
general sales tax was getting
six times as many yes votes as
no votes and that support of a
cigarette tax was five to one.

jCouncilmen in Birmingham
Disagree
BIRMINGHAM, Ala. (UPD-
There was apparent disagree
ment among city councilmen
today over whether to hire Ne
gro policemen as a step toward
solving racial problems.
A councilman, who declined
to be identified, said Wednes
day if Negroes "will just hold
off a bit, they'll get some Ne
gro policemen."
But George Seibels, chair
man of the council's Public
Safety Committee, which is
studying the issue, said "no
definite plans have been made
to hire any Negro police."
Mayor Albert Boutwell called
the unidentified councilman's
statement "irresponsible" but
would add only "we are consid
ering" adding Negroes to the
police force.
The city council, on recom
mendation of Seibcl's commit
tee, Tuesday rejected a de
mand by integration leader
Martin Luther King Jr. that 25
Negro policemen be hired by a
deadline of Tuesday or Negroes
would resume massive racial
demonstrations.
