NEW YORK (UPI) - Stocks
closed lower today for the first
time in three sessions. Trading
was uninspired and moderately
active.
Electronics posted the best
gains featuring RCA, IBM, Ha
veg, Raytheon and Texas In
struments up substantially. How
ever, Beckman and Minneapolis
Honeywell finished lower. Conti
nental weakened in the oils but
General American and Union
Oil of California improved.
Steels improved slightly on
news that production last week
posted its seventh consecutive
gain. Armco ana Jones & Laugn
lin improved but Wheeling declined.

Is Now Available
The Jackson county survey
or's office has prepared a
pamphlet for distribution to the
public to explain the need and
purpose of surveying.
A person generally employes
a land surveyor to make a sur
vey only once during a lifetime,
the pamphlet explains, Since
such employment is to infre
quent, the average person is not
aware of the logical steps to be
followed in selecting a surveyor.
A survey should be made be
fore purchasing real estate, di
viding any parcel of land for
sale and prior to construction
of any structures on property in
wnicn a person has an interest,

Young Men Sought
In Robbery of Motel
ONTARIO (UPI) - Law en
forcemcnt officers from Eastern
Oregon and Southwest Idaho
were on the lookout today for
two young men who robbed the
Moore hotel of $377 early Sunday.
Police Chief James Jones said
the robbers, both about 28, took
the money at pistol point from
a night clerk shortly after 4
a.m. Their faces were covered
with cloths.

NBC GKTS EXCLUSIVE ON OLYMPIC GAMES TV
TOKYO (UPI) The National Broadcasting company today ac
quired exclusive U.S. television rights for the 1964 Olympics for
a reported $1.2 million.
Announcement that the contract, awarded on a competitive
bidding basis, had been signed was made by NBC Board Chairman
Robert W. Sarnoff at a press conference here.
PROTESTING FRENCH MINERS REMAIN UNDERGROUND
LENS. France (UPI) One hundred fifty miners protesting the
closure of a pit at Cermcllcs remained underground for the fourth
consecutive day today.
They have bedded down In piles of hay and established their
own cooking facilities. They took in enough food for a week. Mine
authorities want to close the pit due to low productivity

Knights of Pythias contest in
Portland.
The student and his parents
were guests of the local lodge
and of the local Contest Chair
man Charles A. Lasher Thurs
day evening during a dinner in
the Candle Light room at the
Medford hotel. The contest win
ner was presented an eiraved
desk pen set from Talisman
lodge, Knights of Pythias.
The contest was held in May
in cooperation with the Medford
police, Oregon highway depart
ment and Jackson county high
schools.
Goldwater Beating
Predicted by Morse
JACKSONVILLE, Fla. (UPI)
Sen. Wayne Morse (D-Ore.)
said Sunday that "there is no
hope" for Sen. Barry Goldwater
(R-Ariz.) if he gets the 1964
Republican presidential nomi
nation. Morse said Goldwater would
"be beaten worse than Franklin
Roosevelt beat Alf Landon in
1936." The Oregon Democrat
made the comments at a news
conference here.

WASHINGTON (UPI) - The
House Appropriations Commit
tee voted a record $5.1 billion
today to push space exploration
despite a Republican warning
that Russia may orbit a 100
megaton bomb while this coun
try concentrates on sending a
man to the moon.
The total space allowance was
$251 million less than was auth
orized by Congress in separate
legislation earlier this year and
$612 million less than President
Kennedy originally wanted.
The appropriations committee
also dropped its annual block
buster on Kennedy's continuing
drive to build fallout shelters not
only in federal structures but
also in schools, hospitals and
other non-profit institutions over
the nation.
It voted funds to continue lo
cation and marking of potential
shelter spaces in existing build
ings, public and private, but
banned further funds for stock
ing these spaces and denied
every cent sought for new shel
ter construction.
Highlight of Bill
The actions highlighted com
mittee approval of a $13 billion
appropriation bill carrying funds
to finance 26 so-called "indepen
dent offices" and agencies of the
government in the 12 months
that started July 1.
The committee claimed to
have cut the measure by $1.5
billion, or 10.6 per cent below
the President's budget requests.
Some of the claimed cuts were
real and some reflected opti
mistic bookkeeping devices.
The Federal Communications
Commission1 got the $150,000 it
wanted to set in motion a new
emergency communications net
that will enable the President,
or an authorized agent, to com
municate instantly with the pop
ulace over up to 1,700 AM radio
stations.
Money for Plane
A $60 million request by the
Federal Aviation Agency to
press work on a $1 billion super
sonic passenger plane was ap
proved intact. Funds also were
granted for construction of new
federal buildings in 27 cities, but
costs were shaved 10 per cent.
In its majority report to the
House, the committee made no
mention of President Kennedy's
recent suggestion that this coun
try and Russia work jointly on
the moon venture which pre
viously had been pictured as a
high priority race.
But Rep. Louis C. Wyman (R
N.H.), a minority member of
the subcommittee that drafted
the bill, termed the race con
cept "daytime moon-madness."
He said the President's proposal
to cut Russia in on the program
"infects the entire Apollo pro
gram with fiscal uncertainty."
Chinese Communist Interpreter Scales Soviet Embassy
Wall in Tofcyo To Ask Officials for Political Asylum
TOKYO (UPI) An interpreter
for a Communist Chinese scien
tific delegation climbed over the
wall nf the Soviet Embassy be
fore dawn today and asked for
political asylum, diplomatic
sources reported.
The Japanese Foreign Office
identified the defector as Chou
Hong-chin, 44, who tame here
with the delegation last month
for an international conference
on oil pressure machinery.
The sources said Chou made
his way to the Soviet Embassy
about 4 a.m. today, climbed
over the seven-foot concrete
wall, and asked Soviet officials
for asylum.
Airline sources said five mem
bers of the delegation left for
home today but three others, in
cluding the leader, remained in
Tokyo.

Injured Woman
Brought Here
Mrs. Mildred May, 52, of Eu
gene, who was injured in a two
car accident on Highway 97
north of Klamath Falls Friday
evening, was reported in critical
condition at Rogue Valley hos
pital here.
Mrs. May was brought to Med
ford Saturday evening suffering
from fractured right leg and
wrist and head injuries. Her hus
band, Homer F. May, who is a
Eugene jeweler, was hospital
ized in Klamath Falls.
Killed in the accident was
State Rep. William 0. Kelsay,
Roseburg.
Another woman, who was in
jured Sept. 26 in an automobile
accident in Jackson county, is
now reported in poor condition
at Rogue Valley hospital. Mrs.
Lucille Marietta Whitlock, 46,
of Colcville, Calif., has previ-i
ously been listed as critical by
hospital officials. Her husband, ;
Robert Edlow Whitlock, 51, was
killed in the accident. i

House Expected
To Extend Rights
WASHINGTON (UPD-Speak-er
John McCormack (D-Mass.)
predicted House approval today
of the Senate passed measure
to extend the Civil Rights com
mission for another year.
The House leader said he ex
pected to have the two-thirds
majority vote needed for appro
val under a procedure which
would avoid House Rules com
mittee clearance first.
McCormack adopted this
course of action to avoid possi
ble delaying tactics by the Rules
Chairman Rep. Howard W.
Smith D-Va.) an opponent of
civil rights legislation.
The commission is in a state
of suspension now because its
two-year term expired Sept. 30.
Rut, 60 days are allowed for
clearing up the agency's busi
ness. So far, it has lost about
20 stalf members because of
the uncertainty over getting an

last week.
