WASHINGTON (UPI) - The
Kennedy administration appear
ed today to be contemplating a
series of military and political
steps in South Viet Nam in the
hope that the bulk of U.S. forces
there can be withdrawn in two
years.
I The While House disclosed
Ihal Irainino r,f the Vietnamese
army should be far enough along
I three months from now so that
1,000 of the nearly 15,000 U.S.
military personnel there could
be brought home.
Just what actions the admin
istration planned and what ac
tions it would urge on the Viet
namese themselves remained for
the moment officially "classi
fied" by the White House.
A carefully worded "state
ment of U.S. policy" was issued
by the White House lnle Wcdncs-
day after Defense Secretary Ran the hearings feeling some
Robert S. McNamara and Gen. j wnai skeptical about Valachi as
Maxwell D. Taylor, chairman j witness but had come to be
of the Joint Chiefs of Staff, re- jPVe that his testimony was cs-
ported lo rrcsidcnt Kennedy
and the National Security Coun
cil on their fact-finding mission
to Viet Nam.
Returned From Inspection
,. , ,
McNamara and Taylor re -
turned Wednesday from an on -
the-spot inspection of the mill -
tary situation in the Southeast
I Asian country. The White House;
I statement said: ;
Tne SPC11nty of South Viet
Nam is a "major interest" of
' me united Males and the free
world and "we will adhere to
our policy of working with the
people and government of South
Viet Nam" to suppress Com
munist insurgency there as
"promptly" as possible.
"The military program in
South Viet Nam has made prog
ress and is sound in principle,
though improvements are being
energetically sought."
Major U.S. participation in
the military efforl is needed
jonly unlit either the war is end
led or Vietnamese forces are
i capable of winning it them
1 selves.
"Secretary McNamara and
Gen. Taylor." the statement
said, "recoiled their iudcmenls
1 that the major part "f the U.S.
military task can be completed
by the end of HMti, although
there may be a continuing re-,
qtiirement for a limited number
of U.S. training personnel." j
Situation Remains Serious
The political situation in ;
South Viet Nam "remains deep-!
i ly serious"; the United States
j will continue to oppose "reprcs
I sive" actions of the government
I there, and while these repres
' sions "have not yet significantly .
affected the military etlort. they
could do so in the future."
"It remains the policy of the
: United States in South Viet Nam
' ... to suppor! the efforts of the
people ol that country to defeat
aggression ami lo build a peace
ful and free society.
The While House said McNa
mara and Taylor included in
th.'ir repoil "a number of classi
fied findings and recommenda
tions which will he the subject
of further review anil actum."
U. S. officials indicated these
would not involve a major reor
ganization of military opera
tions, noting ih.it McNamara
and Taylor declared them to be
"sound in principle " There still
appeared lo be a possibility of
some selective cuts m U S. aid
programs.
The statement made c I e a r
that Kennedy is still urging po
litical reforms to end repression
against the Huddhists in Viet
Nam. It did not make clear how
the United Slates planned lo
achieve this.

iValachi's Evidence of Gang Menace
To us society Claimed Convincing
WASHINGTON f UPIl-Under-world
informer Joseph Valachi
is offering "convincing evi

With the hearings recessed un
til next week, MeClellan gave a
short appraisal of the testimony
to date.
He noted that much of the
stubby ex-hoodlum's testimony
is "not especially new." But,
he commented, authorities in
New York and elsewhere are
currently following up leads
from Valachi's narrative of
gangland warfare of the 1S31 s.
Sen. Karl E. Mundt (R-S.O.)
the top Republican member of
the subcommittee, said he De-
senlially solid.
