Mrs. Todd was seeking free
access to the district records.
Judge Main reminded Mrs.
Todd she was under court order
as part of her probation. She
is not to be in the irrigation
district office except for speci
fied purposes, according to this
order, he said. Such specified
purposes do not include inspec
tion of all documents.
The conclusions drawn from
evidence presented showed it
would be unreasonable to ask
the district to allow her to in
spect all records, Judge Main
said.

publican National Chairman
William E. Miller believes that
President Kennedy's current
Western trip Is "an out-and-out
campaign tour at public ex
pense." The White House has care
fully described the speaking
tour as "non-political." The trip
was scheduled as a means of
letting the President visit con
servation projects and to speak
on the government's natural re
sources program, officials said.
Miller charged Friday night
that Kennedy's Salt Lake City
speech assailed foreign policy
proposals advocated generally
by Sen. Barry M. Goldwater
without mentioning the Arizona
Republican by name.
"The last vestige of pretense
has been removed from the
tongue-in-cheek description of
the President's Western tour as
a non-political one," Miller said.
"In behalf of the taxpayers of
his country I must vehemently
protest the diversion of public
funds toward financing of an
out-and-out campaign tour; and
I would call to the attention of
fair-minded Americans of both
Dartics that the President is
grossly abusing his prerogative.'
Miller said.

In Whiskey town

President Kennedy is not to
blame but because of that dam
he's dedicated here Saturday
there are no bars in Whiskey
town. When a Whiskeytowncr wants
a convivial drink, he must leave
this little community with the
ferocious name and make an
embarrassed appear ance at
some routine place like Redding,
Calif., 10 miles cast.
"It's quite a blow not to have
a bar," said John William
Roche, Whiskoytown's acting
postmaster, keeper of its gen
crnl store and former proprietor
of its defunct saloon.
Roche closed the saloon be
cause not even a man of his
various talents could keep going
under 201) feet of water, which
is where all of the old town
went when the reservoir behind
Whiskeytown Dam filled to its
brim last monlh with B9.4 bil
lion gallons of tame and limpid
water.
Thirty 11
Before the flood, Whiskeytown
had a population of about 200
retired goldminers, loggers, cat
tlemen and other rambunctious
folk. Now, at the new location,
about one mile away on higher
ground, there are 30. However,
many of tho former Whiskey
towners are still in the area, at
next door communities like
French Gulch.
Initially, HolIic failed to re
build the saloon alongside his
new general store because of
a tangle involving state licens
ing requirements. However, he
now believes that the tangle
can be unraveled.
But lately, as he views II
miles of sparkling new lake, and
sees its natural beauty and rec
reation potential, he has come
to believe that a new drinking
spot "couldn't be just a saloon."
Fur Social Drinking
The new place, he said, should
be different from the old, which
was often the scene of "tights,
arguments, yelling and so
forth." II should be a quiet bar,
perhaps linked to a motel; the
sort of place that would discour
age "drinking on any scale."
"It should be," lie said, "a
place for all Americans, not
just the drinking people."
Roche has not decided when
he might build his all-American,
Whiskeytown bar for social
drinkers only. But it will come
sooner or Inler, he said.

the eastern slope of California's
coastal mountains. It won't be
far from the old ghost towns
of Igo, Ono, Qiety Hill, Mule
town, Horsetown and One Horse
town. Nearby also are the still
active communities of Hayfork
and Peanut.
Two Names
Gold miners founded the town
in 1849 on the banks of Whiskey
Creek, so-called, apparently, be
cause someone once dropped a
keg of the stuff in the water.
When the post office opened in
1855, the town was known as
both Whiskey Creek and Whis
keytown. The post office closed nine
years later, and when it re
opened in 1881, postal authorities
refused to accept the. old name.
They believed it lacked dignity.
During the next 71 years
Whiskeytowners fought against
such names as Franklin, Blair,
Stell and Schilling. They won
their battle in 1952 when Wash
ington officially gave the place
Its present name.
Three years later, Congress
authorized the dam that washed
the old place away.
Phoenix Band To
Take Trip South
PHOENIX The Phoenix High
school band is preparing for a
trip to the University of Cali
fornia at Berkeley. The band
will participate in the 14th an
nual Band day which will in
clude a hundred bands in a
massed band half-time show, for
the University of California-San
Jose State football game.
Band day is an annual event
at the University of California
and considered the largest
massed band show on the Pa
cific Coast with nearly 6,000
participants.
Approximately half of the
money needed to finance the
trip was raised by a candy sale
sponsored by the Talent-Phoenix
Music Boosters last spring.
To raise the additional money
needed, the Music Boosters are
sponsoring a chili feed to be
held Saturday, Oct. 5 from 5
until 7:30 p.m. in the Phoenix
Grade school cafeteria. Tickets
may be obtained from any
Phoenix High school band mem
ber or by calling the Phoenix
High school. Tickets may also
be obtained at the door.

"We are definitely encour
aged," he said in an interview.
It was the first time the society
has done an intense national
education campaign in advance
of an eclipse although it had
issued warnings in California
and the Pacific Northwest in
1960 when a partial eclipse was
visible in that area.
In 1960, opthalmologists paged
by the society's state affiliates
found eye damage to 75 children
in Washington state and to 31
children and adults in Utah.
In the current survey, Wash
ington state reported 11 dam
age cases, Utah none, said
Ferree.
On a state by state breakdown
of damage cases, the society
said that California led with
30 cases; Illinois second with
25; Texas third with 19, fol
lowed by Michigan with 15, Min-
