Delay on Bridge
'Not Practical'
Salem -lUPli- Gov. Mark Hal
field today advised Hie Port
land Art Commission that de
lay on work on the Marquam
Bridge "is not practical."
The letter to Art Commis
sion Chairman Douglas Lynch
was in reply to objections
about the design of the struc
ture. "As much as we would like
to comply with your request
for a delay and further re
view, such action is not prac
tical. It should be emphasized
at the outset that the draw
ings of the bridge have been
available for roughly two
years. The pier work could
not be undertaken without
such drawing s," Hatfield
wrote.
Hatfield noted that the piers
have been completed, and
"changes in the structure suf
ficient to modify the appear
ance would require extensive
modification of the piers and.
therefore, would be extremely
expensive."

CONFIDENTIAL
COMMUNICATIONS
Under the taw what you as
a client teSl your lawyer in
confidence he may tell no one
else without your consent.
Nor can a Judge order him
or his professional employees
(like secretaries) to reveal
such communications in court.
Why have such a privilege?
ChieESy, to da justice; it en
courages clients to tell their
lawyers what they have to
know to help and to advise
them fully: things about their
family, business, and private
affairs, their hopes, fears, and
ambitions.
No lawyer may speak of
certain things, even after a
client dies. For a client may
well have to give his lawyer
details which, if revealed,
might harm those he most
wanted to protect
communicated.
No lawyer may keep quiet
about a crime or fraud a client
has told him he plans to com
mit, But afterwards, an ac
cused person may talk freely
to his lawyer. Even if guilty,
he has a right to have his side
of the story presented to the
court as it may affect his pun
ishment, A person in trouble
tieeds to talk to someone wtth
out fear tivat what he says
will become public.
Certain other people, such
as physicians asd clergymen,
may receive privileged com
munications. As a rule, no
physician may speak about
things he learned whffe treat
ing a patient without his eon
sent. The patiesH should have
a free mind to tell his doctor
mftsy things, This privilege
may not always hold in some
criminal and personal Injury
trials, im doras it hold always
after a patient dies. Again, as
a rule, a clergyman may not
report confessions without the
confes-sor's consent.

Adlai Urges UN To
Condemn Slayings
United Nations, N.Y.
U.S. Ambassador A d I a f E.
Stevenson Wednesday called
tor the "strongest condemn,
tiem" by the United Matter
Security Council of the "rep-
renenstble murder of two S.
raeii farmers by raiders from
Syria.
Stevenson used strong
words in his speech, to the
couneil meeting held at the
urgent request of Israel and
Syria to consider the latest
flare-up of violence a Song
their potentially explosive
border.
The American ambassador
told the council that ft had
been called upon to consider
Israel's complaint ef live
"wanton murder of two of
its citizens.
"The picture of two Inno
cent farmers murdered in cold
blood by a raiding party
which struck them down m
the fields distresses us all," he
said.
" at"e very rare Nn siuuilrl anlu
interpret any law without the
cases, tu help carry out the
client's desires alter death, a
lawyer may have to reveal a
confidence, under certain safe
guards, to uphold his client's
purposes.
What arc confidential com
munications?
Anything a client tells his
lawyer when he seeks advice
about his personal, business or
legal affairs - talks and let
ters, photographs, charts, and
other documents and records.
C o n f i dential communica
tions protect yoti as the client,
not your lawyer. If you break
1 the confidence, a lawyer may
aiso iiave to talk, for the com
munication is no longer con
j fidential. You may break a
i confidence by testifying about
it, or by having unauthorized
atn ot an attorney, who is
completely advised of the
facts involved. Even a slight
variance in tacts may change
the application ot the law.l
