TAX STRATEGY
"I have been watching your column expecting you to
make an apology on your predictions of last November and
December that there was to be a substantial tax reduction
in 1963," a Texas reader wrote me recently. He explained
that he had followed my suggestion to prepare for tax cuts
in 1963 by shifting some income from 1962 into 1963 and
paying some deductible 1963 expenditures in advance and
that as a result he is "now being penalized by reaching a
higher tax bracket."
Okay, I apologize in print to the physician and congratu
late him for being a sufficiently successful doctor to have
reached that higher tax. bracket. I also confess that as long
ago as mid-January, I admitted to friends with whom I had
made bets on across-the-board tax reduction in 1963 that
I'd lost, and months ago I paid off in wooden nickels. (As
an incidental piece of intelligence for you, a wooden nickel
today costs 10 cents.)
Now having bent my head and sent my pence, permit me
to remind you that I was in mighty high-level company last
November-December when I was forecasting tax reductions
this year.
The tax package Preiident Kennedy preiented was be
ing written then and the inside reports I saw revealed few
of the "reform gimmicks" which bogged down the bill from
the very day it was submitted to Congress. . Th obvious
sluggishness in the economy last fall was adding a note of
urgency to proposals for across-the-board tax cuts to stimu
late business investment as well as consumer spending and
to keep the faltering bulness advance alive. There was
extraordinary agreement among all shades of economic
political opinion that our punitive tax rates were acting
as a dangerous brake on the economy. The squabbles over
tax reforms could not be foreseen because we didn't expect
such controversial proposals.
The character of this Congress and the civil rights explo
sion could not be anticipated either. Confidence that tax
reductions would be voted to take effect at some date in
1963 ranged from President Kennedy to Chairman of the
House Ways & Means Committee Mills to many of the most
informed men in industrial, financial, and labor circles.
It's mid-August and the earliest we can now hope for tax
reduction is 1964. What are the prospects?
The limb still invites me, so here I go crawling out again
with the guess that before this session of Congress adjourns,
major tax relief will have been voted both for individuals
and corporations, beginning in 1964. A good guess still is
that the net reduction (after reforms) will be in the neigh
borhood of $10 billion a year, to take effect over a two-year
period.
Our economy will need this stimulant increasingly as
the months roll on. We are moving toward the 31st month
of this business expansion which makes it "old" by any
yardstick for peacetime business advances. The key force
now keeping our economy in an upward trend is the rising
rate of business spending on new plants and equipment
and much of this rise stems directly from the tax incen
tives Congress and the administration gave businessmen in
1982 to spur this vital spending. The need for substantial
tax reductions is as great today as ever.
There will be hitches before an acceptable tax bill
emerges. Nothing is set yet. The timing of action is fuzzy.
Still, tax cuts to take effect beginning in 1964 are likely.
What would this mean to you? If you want to crawl out
on the limb with me, it would be sound tax strategy for
millions of you to try in the remaining months of this year
