town of Mount Shasta, an old
rock building sets under a
small clump of bushes, its
rear end backed into the hill
It is a powder magazine,
known by its build and ap
pearance to every person who
ever saw many west e r n
towns. Usually they are asso
ciated with mining, or rail
road buildings. This was used
in neither.
It was In comparative re
cent days that need for a
powder magazine came to
Mount Shasta. It was in 1924
that the town, whose name
had changed from Berryvale,
to Sisson, to Mount Shasta,
that, the citizens decided to
have the streets paved so
automobiles could travel with
less hazard.
These things were increas
ing in popularity, so it was
thought it might be well to
encourage the trend.
Contract Paving Job
About that time a young
man was beginning to con
tract for paving Jobs. His
name was Henry J. Kaiser,
and while he was not well
known, those who had seen
him thought he had enter
prise, and with encourage
ment, might do all right. He
was called in, given a con
tract, and turned loose.
Kaiser did quite well all
right. He paved the town. He
paved miles of U.S. Highway
90. He went to Cuba, and just
about paved that island.
By this time Kaiser was
well known. He made con
crete ships. He built hos
pitals, mined aluminum, and
made a lot of money.

in 1924, too.' He operated the
machines that laid concrete,
used the pbwderhouse at
times, and stayed at Mount
Shasta when Kaiser moved.
Today he is still here.' But
he hasn't stood still. His name
is Wilborn Berg.',RecentIy he
sold to a promoter a tract of

Medical Assistance to Aged Is
Changed;
The 1S63 session of the
state legislature amended the
medical assistance to the aged
program to increase certain
of the benefits and to relax
eligibility requirements, Dav
id Kuhnz, Jackson county
public welfare administrator,
explained Friday.
The assistance program
was established to provide
medical assistance ' to aged
persons of low Income. These
people generally are able, to
provide their own mainte
nance except . for . medical
care, Kuhnz noted.
The program is financed by
a combination of federal, state
and county funds through the
Kerr-Mills bill passed by
Congress in May, 1961, and
has been effective in, Oregon
since Nov. 1, 1961.
"Applications fell short of
anticipating the first year,
but there has been an up
surge, especially in Jackson
county, during 1963," Kuhnz
said. "Local doctors and hos
pitals have been, cooperative
in Informing persons of . the
rogram although -'there has
been a laclr of publicity." '
Eligibility Requirement! '
1 General eligibility require
ments are: must live in Ore
gon, be 65 years or over, are
permitted an annual income
of $1,780 if single and $2,900
if married, may have liquid
assets of $1,500 for single per
sons arid $2,000 for married
couple
The $1,750 for single per
sons is an increase from
$1,500. The $2,500 for a
couple is an increase from
$2,000, the welfare adminis
trator noted. If the cost of
chronic nursing care is being
met, liquid assets must be ap
plied toward this benefit
down to $250 for a single
person and $500 for a couple,
Kuhnz explained.
A beneficiary may own his
own home and additional real
property with a fair market
value up to $5,000 subject
only to claim after death of
the recipient or spouse.
Claim Clause
The claim clause in the
state law reads: "The slate
has a claim against the estate
of any deceased medicare ben
eficiary for reimbursement
only for the amount used
through the plan. This claim
does not encumber the prop
erty during the lifetime of
the beneficiary. He is free to
sell it or dispose. of it in any
way he wishes. The agency
has no claim on the property
until the death of the bene
ficiary. "The claim Is not enforced
against the home property so
long as it continues to be
occupied by the spouse. Sale
of property to settle an estate
is not forced. This claim is
paid only if assets are re
ceived from the estate after
preferred claims have been
met. Preferred claims include
such items as expenses of last
illness and burial, certain
mortgages, nolos and taxes.
Settlement from the estate is
divided pro portionately
among stale, federal and coun
ty governments."
Benefits otfered through
medical assistance for the
aged are on an annual basis.
They include il) up to $500
for surgery, any place, paid
in full according to welfare
fee schedule, (2) all physician
rare while hospitalized, (31 up
to $100 laboratory and diag
nostic x-ray services.

requested by the attending
physician.
Chronic nursing home care
is provided indefinitely ac
cording . to ' publie welfare
standards. ; ;. ,
"The medical assistance for
the aged program is adminis
tered by the welfare depart
ment, Kuhnz explained.

These tracts will be held

616.30, and the appraised
price $149,214.35; -sale price
of the ! parcel purchased by
Parker Industries, Inc. was
$39,581.55, and the appraised
price $39,094.05; the sale
price of the parcel purchased
by Caveman Lumber com
pany was $1,139.75, and the
appraised price $1,083.05. The
remaining six parcels of tim
ber were sold at the appraised
prices.

sists of windthrown Umber
resulting from the Columbus

who received his neurosurgical
training " at . Walter Reed
Army hospital Washington,
D.C., has joined Dr. James C.
Luce of Medford in the prac-1
tice of neurological surgery.
, Dr. Bingham held the rank
of major in the U.S. Army
Medical corps at the time of
his resignation from the Army
in July, 1963. He was certi
fied by the American Board
of Neurological Surgery in
1961. From 1959 to 1962, he
was assistant chief, neurosur
gical section, Second General
hospital, in Germany. . ,
He moved to Medford. from
Washington, D.C;, where he
was attached to Walter Reed
Institute of Research. A grad
uate of the University of Wis
consin medical school, he,
also, earned a Ph.D. degree in
neurophysiology there.
