League of Women Voters
Concludes Aid Workshop
A taped interview with Da
vid Bell, administrator for the
Agency for International De
velopment, was heard at the
final session of a League of
Women Voters foreign eco
nomic aid workshop Tuesday.
Mr. Bell discussed the work of
AID, which was established
by Congress in 1961 to unify
U.S. foreign aid administra
tion and operations of the
U.S. Development Loan Fund
and the International Cooper
ation administration.
Members of the League met
on four Tuesday mornings in
July to discuss proposed for
eign economic aid legislation
for 1963 which will soon
emerge from congressional
hearings. In addition to re
viewing the proposed legisla
tion, the group studied LWV
criteria "for sound and effec
tive foreign economic aid"
and the Clay committee's
evaluation of aid programs.
They also discussed specific
countries and areas which
have received U.S. aid.
Report Reviewed
The League has stressed
that the Clay report, issued in
March by the Committee to
Strengthen the Security of the
Free World (headed by Gen
eral Lucius Clay), came out
firmly in support of foreign
assistance prot :ns, although
the committee did make pro
posals for changes in the pro
gram in order to achieve "the
optimum security of the
United States and the eco
nomic and political stability
of the free world." Some of
the proposals, such as in
creased emphasis on self-help
and realistic "country plans"
have been U.S. policy for
some time, the League reports.
President Kennedy's aid
m-fsage stated that his latest
recommendations reflect the
work of the Clay committee,
"scrutiny" by the new AID
administrator, and "the ex
perience gained in our first
full year of administering the
new and improved program
enacted by the Congress in
1961."
Support of the proposed for
eign aid legislation by the
League of Women Voters of
the United States is based on
features which correspond to
LWV criteria. They are (1)
self-help by recipient coun-
and guests attended. Pictured with Mrs.
Hopkins is Mrs. Richard W. Courtright, who
came to Medford in April after her marri
age. She is the former Emily Samson of San
Francisco.
tries; (2) increased assistance
by other developed countries:
(3) improved coordina t i o n,
staffing and administration;
and (4) adequate financing of
aid.
The non - partisan voters
group is encouraging the writ
ing of letters to Congressmen
in support of the legislation.
Over 50 members and
guests of the League of Wom
en Voters of Medford attend
ed the annual League mem
bership picnic July 25 at the
home of Mrs. Curtis Hopkins,
Old Military road. Mrs. Ogden
Kellogg, Gold Hill, president,
explained activities of the
non-partisan voters group for
the benefit of prospective
members who attended.
A short humorous musical
program and swimming fol
lowed a salad luncheon in the
Hopkins gardens. All women
in the valley are welcome to
all activities of the League
and may obtain further in
formation by calling Mrs. Kel
logg, 855-1406, or Mrs. Robert
Bulger, membership chair
man, 773-3763.
