discrimination in federally-
aided projects in economic
ally-depressed areas.
The civil rights amendment
was defeated on a 14 to 14
tie vote with the balloting
following straight party lines.
The committee then voted
23 to 10 to approve a stripped-down
version of the ad
ministration's bill lo sharply
expand federal aid for de
pressed areas.
Liberal northern Democrats
who voted against the GOP-
sponsored civil rights amend
ment insisted that its adop
tion would have killed any
chance for final enactment of
the Senate-passed legislation.
To help forestall elimina
tion of the discrimination
ban, committee Democrats
agreed to support an amend
ment barring funds to aid
construction of motels and
hotels.

Children Given College Classes
Redlands, Calif. -HTD- Some
elementary school children al
ready have college experience.
The University of Redlands
last February initiated the
program tor 27 children who
have been doing superior
work in their studies.
The youngsters, from Ter
race Hills Elementary school,
attended sessions in art
science, creative writing and
drama one afternoon a week
in addition to their regular
school work.
Regular faculty members at
the university devoted their
time to the program, teaching
the children and visiting area
schools to explain' the objec
tives of the project to ele
mentary school teachers.
The teachers were given
lesson plans and ideas on how I
they could instruct their reg
ular clases in the same areas.
Roy Hill, superintendent ot
the San Bernardino County
schools, said the program (
turned out to be "a most in-,
tcrcsling way in which to
meet the needs of gifted
youngsters."
University officials, elated
over the enthusiasm of the
youngsters and the overall
success of the whole program,
indicated that it will probably
be continued In the fall.
They said that the same
major areas will be covered
with the possibility of addi
tional subjects being added.
Many of the university's
teachers have expressed In
terest in donating their time
if the program is enlarged.

Ottawa-(UPI)-The federal and
British Columbia governments
have appealed to the strike
bound West Coast fishing in
dustry to resume operations
immediately.
They suggested that the
price and wage dispute be
tween the Fisheries Associa
tion and the Fishermen's and
Allied Workers' Union be sub
mitted to "final and binding"
arbitration.
Fisheries Minister H. J.
Robichaud, in a statement fol
lowing talks with provincial
Labor Minister L. R. Peter
son, said the West Coast in
dustry now faced a "crisis."
"Unless fishing is resumed
immediately, some runs will
be missed completely and
some may be damaged by ex
cessive spawning escape
ment," he said. "Failure to
harvest, with over-seeding of
spawning beds, could be as
disastrous as over-take."
