Deplore Hypocrisy
In North and West

Twenty-nine of the 50 states
already have public accommo
dation laws similar to that
proposed in President Ken
nedy's civil rights bill.
The problem, integra 1 1 o n
leaders admit, is making the
existing laws work. They call
it "de facto" segregation. With
the civil rights campaign In
high gear, cities like New
York, Detroit, Omaha, Boston
l and Los Angeles are witness
ing the same type of demon
strations as Savannah, Ga.,
and Jackson, Miss.
There is, however, one ma-1
Jor difference. In the South,
Negroes still are battling in
what might be called "phase
1" of the civil rights battle.
This is the stage of breaking
down existing laws that re
quire or encourage segrega
tion. Elsewhere, the campaign
Is in "phase 2" with Negroes
demanding implementation of
existing laws.
The current non-South inte
gration drive was launched in
part at the 1962 convention of
the National Association for
the Advancement of Colored

Illinois has one of the na
ion's oldest civil rights laws.
Enacted just 20 years after the
Civil War, the law specifically
requires equal access to
public facilities, lnclud 1 n g
hearses, and equal prices to
all races for cemetery lots.
Anti-discrimination laws are
so strict In Illinois that a
liquor dealer can get his li
cense revoked for refusing to
serve a customer on racial
grounds. But observers in the
state acknowledge that dis
crimination is wide spread,
mainly in housing. Negroes
still live only in certain sec
tions of most major cities.
The Illinois legislature de
feated a bill that would have
prohibited all discrimination
in leasing or selling homes.
Despite a Supreme Court
decision against real estate
covenanls, they are widely
practiced by gentlemen's
agreements.
Racial demonstrations
aimed at alleged discrimina
tion in housing and business
have cropped up in Boston.
Yet, Massachusetts has one
of the strictest anti-discrimination
statutes. It forbids
bias in sale, rental or lease of
public or private housing ex
cept in two-family dwellings
partially occupied by the own
er. Maryland, scene of demon
strations in Baltimore and
Cambridge, has an accommo
dations law in half the state's
22 counties. The measure
covers motels, hotels and res
taurants but exempts places
thnt get most of their business
from alcoholic beverages.
Parks, clubs and private
beaches also are excused.
Montgomery County, Md a
Washington suburb, passed Us
own accommodations law. It
covers theaters, sports arenas,
stores, recreation areas and
hospitals.
New York has had a law
against job discrlmin a t i o n
since 1945 and various amend
ments lo its basic anti- dis
crimination law now cover all
public accommodations and
housing, including private
real estate deals.
A new amendment to New
York law becomes effective
Sept. 1. It prevents discrimi
nation in all housing except
the rental of an apartment In
an owner-occupied two family
house and the rental of a room
by the occupant of a house or
an apartment.

o'clock tonight.
While the girls are taking
their examinations, parents
will be briefed on what
giiis should bring to camp
and the various activities
which will be available to
them during the week-long
session.
It is still possible for girls

able. They may register for
the camp this evening when
they come for their physical
examinations.
