Flood of Congressional Mail

Washington -d?D- The issue
generating the most congres
sional mail these days is
neither civil rights, govern
ment spending nor cold war
policy. It is one that most
Americans have never heard
of.
Flooding the offices of sena
tors and representatives are
letters on the subject of mini
mum rate regulation.
It boils down to a no-holds
barred battle between the
railroad and trucking indus
tries over the question of how
much government control
should be placed over rail
transportation.

At present the Interstate
Commerce Commission (ICC)
sets rate levels below which
the railroads cannot go in
charging customers for trans
porting their goods. The rail

Wani To Be Freed
The railroads want to be
freed of what they consider
an unfair competitive restric
tion. The truckers and others
say no. They argue that with
out minimum rates the rails
will cut rates in certain re
gions to drive out truckers
while raising rates in those
areas where there is little
trucking competition.
President Kennedy asked
Congress to remove the mini
mum in the transpotration of
"bulk commodities, agricul
tural and fishery products,
and passengers." He said that
step must be taken to assist
financially ailing industries.
Joining one side or another
are those who transport goods
on the waterways and those
who send their products
around the country.
Might Into Dispute
Each side has thrown all its
economic might into the dis
pute. They have taken out
full page newspaper ads and
testified before Congressional
committees.
But their most forceful -
and noticeable - tactic has
been to get ordinary people
to write letters to their con
gressmen and to congressmen
serving on the Senate and
House Commerce Committees,
the two groups considering
the legislation.
One southern congressman
said his office had been get
ting "bags of mail" on the
issue.
Another, a member of the
House Commerce Committee,
said he has been getting heavy
mail from all over the coun
try as well as from within
his own state.
A member of one senator's
staff noted that the mail
seems to emanate from a par
ticular community one day
and from another the next.
Going Through Towns

"It's as if someone was
going through the towns, talk
ing it up," he said.
While most of the mail is
not mimeographed, congress
men have noted that the word
ing is often similar. They also
find that this is an issue that
has nothing to do with the
Democratic or Republican
parties nor with traditional
union management differ
ences. The mail favoring one side
will come from both em
ployees and company offi
cials. It represents those con

loss of jobs.
In Sticky Position
Because of the unusual
makeup of the groups for and
against the bill, congressmen
find themselves in a sticky
position. Since most states
and many congressional dis
tricts have both railroad and
trucking interests, the legis
lators feel they will bear the
wrath of constituents no mat
ter how they vote.
Therefore, it probably
would please many congress
men if the bill never reached
the floor for a vote.
The House Commerce Com
mittee has completed hearings
on the measure but no date
has been set for the commit
tee to consider it in closed ses
sion. Nevertheless, one com
mittee member said he is
"positive" it will be acted
upon by the group.
"Whether the Rules Com
mittee will allow it to get to
the floor is another question,"
he added.
The Senate Commerce
Committee has not yet fin
ished its public hearings. It
halted them while it took up
other matters but intends to
resume them.
