The elections' division of
the Jackson county clerk's of.
fice is giving thought these
days to planning which must
be done in case Oregon's tax
program is referred to the
people in a special election
in October, according to
County Clerk Marvin Mad
den. It is a rather frustrating
situation, Madden explained,
No one knows whether or
not there will be a referen
dum, but in case there is one,
all the machinery will have
to be set up and ready to go.
The most difficult part of
the planning is probably in
the area of absentee ballots,
Madden explained. Voters can
not apply for absentee ballots
before 60 days prior to the
election date. They cannot
apply after the 30-day deadline.
The ballot title for the pro
posal to refer Oregon's rec-1
enuy passed lax measure 10
the people has been prepared
by the attorney general's of
fice and was turned in July 5,
according to Representative
Ed Branchfield.
Protest Possible
However, under Oregon
law, a protest regarding the
ballot title may be appealed
to the state supreme court
up to 20 days after the title
is prepared. This means that
taxpayers have until July 26
to protest th epreparcd ballot
title. It also means that pro
moters of the referendum will
not be obtaining signatures
on petitions to launch the ref
erendum until July 26.
Any taxpayer, it is under
stood here, can make the ap
peal. There is no set time for
the state supreme court to
act on the appeal. It could be
ruled upon the following day
or it could be determined six
months later.
More than 23,000 signatures
will be required on petitions
to obtain the election, pro
posed for October in the ref
erendum move.
