Birchers? What has been the
reaction of senior GOP lead
ers to the swing to the right
by the "juniors?" Donald

did views in the following ex
clusive interview.

(Buz) Lukens. elected Young
Republican national chairman
after a public endorsement of
Sen. Barry Goldwater for
president, pledged himself to
day to a neutral stand on po
tential GOP candidates and
promised to support whoever
is nominated.

Lukens, a bachelor from
Xenia, Ohio, is a self-styled
"amateur" and newcomer to
politics. He won the chair-

In his campaign for the
two-year office Lukens, who
previously had won chairman
ship of the federation's Dis
trict, of Columbus unit, pub
licly committed himself to
Goldwater; advocated repeal
of the income tax, and call
ed for withdrawal of the
United States from the United
Nations.
Lukens, whose campaign
and election prompted some
concern among senior Repub
licans about the GOP image
projected from the Young Re
publican Convention, said no
body in the party hierarchy
had censured him. And he
said he had met nothing but
friendly cooperation at party
headquarters here.
Q. Accounts of your con
vention appear to show the
convention was solidly for
Goldwater. Is that a correct
assessment?
A. That accounting of the
convention, yes. I wouldn't
agree with many others.
Q. And you yourself en
dorsed Goldwater. How can
you be neutral now?
A. I can be neutral, simply
by doing my job. The federa
tion always has been neutral
and as far as I am concerned,
and as far as anybody work
ing under me, it will be neu
tral. We will endorse any Re
publican nominee who has
been officially selected.
Q. Your predecessor in this
job (Leonard Nadasdy of Min
nesota, who presided at the
convention) said that he saw
in the convention evidence
that the real objective of the
John Birch Society "is to sub
vert the Republican party and
to seize control" of the party.
A. I don't know about the
subverting, and I am not a
member of the John Birch
Society and never will be.

condone or condemn them.
My politics are Republican. I
have room for anyone In the
Republican party and I will
not take part in any political
activity outside the Republi
can party.
Q. Do you think the posi
tion of conservatism espoused
by this convention should be
the position of the GOP?
A. Basically I do think the
conservative philosophy is the
predominent philosophy at
this time within the frame
work of the Republican party.
And, yes, I think it should be
listened to. I think the over
riding conclusion from the
convention is that Young Re
publicans want to have a
voice, and want their voice
heard.
Lukens said an important
factor in the coming presi
dential election is the possi
bility of Republican gains in
Congress. He said with a con
servative standard bearer the
party could pick up 10 to 25
House scats "permanently and
quickly" from southern areas
previously written off to
Democrats.
Could Hurt Chances
He conceded that such a
stand by the party nationally
could hurt chances of some
liberal GOP candidates from
the East but said, "I'm more
concerned with the fate gen
erally of the Republican party
than with any specific area."
Q. Is it true you have rec
ommended repeal of the per
sonal income tax?
A. In essence, yes.
Q. Then where are you go
ing to get the money?
A. There are 20 different
ways of going at this prob
lem. The first thing of course
is to reduce federal spending
to its absolute minimum. I
think we spend too much
money for example in the
field of foreign aid. In other
areas, I would like to see state
assumption of more areas of
social welfare.
Q, Wouldn't you have to
pay more state taxes then?
A. That's true. I m not
against stale taxes.
Lukens said he favors with
drawal of the United States
from the United Nations "as
presently structured." He said
the United Nations has not
accomplished its mission. As
a substitute he suggested cre
ation of a "United Nations of
the free world," as proposed
by former President Hoover.
Q. Do you have any general
advice for the Republican
party on how to win elec
tions? A. I think what we have
not done is sell our positive
accomplishments over the
past 30 years. This is one of
the things this new group
(The Young Republicans)
wants to do. We need to edu
cate the general public as
well as our own party as to
the accomplishments of our
party within the recent years.
We need to tell the people
about our stand on civil rights,
a stand that actually Is strong
er than the Democrat party's.
Southerner's Concern
Q. If you do that, how do
you also carry the South?
A. I don't think that the
South, the individual South
erner, is as concerned about
the civil rights issue as he is
about the economic and social
and political future of that,
portion of the country.
Q. In its civil rights resolu
tion your executive commit
tee appears to have come out
against a proposed public ac
commodations law.
A. I have in my mind seri
ous and sincere doubts as to
whether it's a violation of a
personal right to refuse serv
ice or to insist on service. It
has not been legally decided.
I am not a racist. I am defi
nitely, if anything, a liberal
on civil rights. I'm for these
people 100 per cent and there
is no doubt that any citizen
of the United States must
have the right to vote, the
right to housing, the right to
education, the right to em
ployment. But I do not want
to confuse privileges with
rights.

this totul, $41.9 million will
come from the slate's general
fund, $13.4 million will be
paid by counties, and the fed
eral government will make up
the balance.
Better services to help
people toward self-support,
and a closer watch on eligi
bility will be among top ob
jectives for the coming bicn
nlum," Juras said.
The legislature provided
funds so the agency could
hire an additional 124 case
workers. Juras believes this
can result in longrangc sav
ings as more recipients are
guided into self-supporting activities.
New Program Planned
The agency hopes to Imple
ment its case classification
program statewide by 1065.
Under "case classification,"
residents who will respond to
intensive assistance are sep
arated from those who cannot
benefit from such attention.
As many as 200 of the non
responsive cases will be as
signed a single case worker,
but only about 35 cases are
assigned workers who deal
with those who seem to be
likely rehabilitation prospects.
A pilot program in Multno
mah and Jackson counties in
dicated the system paid off.
Plans are being made for a
training program to enable
ablcbodicd but unskilled wel
fare recipients to prepare for
employment.
This program was author
ized by the 1063 legislature,
Juras said.
Rehabilitation Work Eyad
Also planned is a demon
stration project aimed at
quicker rehabilitation of dis
abled persons through team
work between welfare and
vocational rehabilitation.
Improvements in eligibility
determination also are plan
ned. "If only those who arc
eligible receive aid, we can
do a better Job with them,"
Juras commented.
'A new federal directive
will require continuing re
views of eligibility In all pro
grams by next January. This
order resulted from the na
tionwide check of Aid to De
pendent Children cases com
pleted In May.
Also given major emphasis
in welfare planning for the
blennium, Juras said, were
improved health services in
cluding' expanded payments
for medical care, support for
recipients from responsible
relatives, Improved business
operations and work simpli
fication, administrative im
provements on the county
level in both business and so
cial service areas, and staff
training.
Iowa Man Named to
University Faculty
Eugene - Dr. Arthur Mitt-
man, presently director of the
university examination serv
ice at the State University of
Iowa, has been named associ
ate professor of education at
the University of Oregon and
will take up his new duties
Sept. 1.
For the next four years, he
will divide his time between
the school of education and
the Oregon Curriculum Study
Center (Project English).
At the center, he will de
vise and administer tests for
the evaluation of a new se
quential curriculum in Eng
lish for secondary schools.
Plans for writing the curri
culum are just getting under
way, and the new material
will be introduced Into pilot
classes in participating public
school districts during the
next few years.
Dr. Mittman Is an expert
on test construction and sta
tistics and has extensive ex
perience in the development
of tests and other evaluations
for a wide variety of aca
demic subjects. Including all
phases of English. ,
The new Oregon faculty
member directed and conduct
ed the research leading to the
financial aid program adopted
by the Big Ten athletic con
ference and has been tech
nical director of the Iowa Col
lege Scholarship and Place
ment Testing program.
He received his academic
degrees fnvm the State Uni
versity of Iowa and has had
high school teaching experi
ence in Muscatine, Iowa, and
Chicago Heights, 111.
TWO SOLDIERS MISSING
