Johnston Clarifies Rates Charged at Howard

Tribune July 16, regarding
the Howard Prairie Recrea
tion Area, we wish to clarify
the rates and regulations that
apply to the use of the camp
ground areas.

.day. Checkout time is 8 a.m
"We have in the past applied
various checkout times: noon,
'2 p.m., 6 p.m. and midnight.
Each of these met with some
objection. The forest service,
on a national basis this year,
Is beginning to apply a morn
ing checkout time usually 9
a.m. Under their system, any
one arriving before that time
pays a fee for the period prior
to checkout time.
' We do not charge after
'dark arrivals for the period
between their arrival and 8
a.m. the next day. This is be
cause late arrivals usually do
not represent an expense to
us when they just check in
and go to bed. Earlier arrivals
use the facilities and supplies
which do represent an ex
pense to us.
Refunds Possible
We further, as a policy, do
not charge for the second car
of a one camp husband and
wife. If anyone is so charged,
it is due to an error on the
part of our employees, or
the customer did not clearly
explain the details to them.
Refunds will be made when
applied for in such cases, and
Mr. Martin is being mailed a
check for $2 as a refund for
his claimed overcharge.
The campgrounds at the
Recreation Area are entirely
maintained by our organiza
tion. Regardless of what it
costs us to do the job, we have
contracted to the county to
do it for $1 per car, which
on an average represents 4.3
people. Under this contract
we have agreed to do the following:
1. Provide the supplies to
the six restrooms and keep
them In a clean condition.
2. Maintain the, camp
grounds in a clean condition
and pump the water through
out the area.
3. Cut and distribute fire
wood to the area.
- 4. Pay over to the county
a percentage of such receipts,
which will be used to provide
more picnic tables, fireplaces,
"etc.
'. Patrol Service Provided
We also provide a 24 hour
a day, seven day a week pa
trol service. We maintain a
check - in counter open 24
hours a day to assist people
arriving at all hours. We are
called upon to render many
services which are not charg
ed for and are not part of our
contract.
Our records show that our
costs to render the above
services are considerably In
excess of SI per car per day.
We have not and will not
curtail our services or com'
promise our. standards to re
duce our costs to that charged
the customer. We realize that
under certain conditions
every customer, arriving at
certain times of the day, will
not receive the maximum
services that arc available for
the $1 charged. Most people,
however, receive more value
than the agreement calls for.
As stated above we allow a
12 hour grace period the night
before and a 1 hour grace
period beyond the 8 a.m.
checkout. It is our policy and
our accepted responsibility to
properly serve the public at
Howard Prairie. We have
spared neither effort or
money to accomplish this.
We are gratified that the
great majority of the public
has recognized and appreci
ated our efforts and we shall
continue to operate the area
to the standards that measure
up to the wishes of the ma
jority who appreciate the
cleanliness and the 24 hour
a day attention that they re
ceive at Howard Prairie.
They also welcome the oopor
tunity to pay their own way
and not have their recreation
paid for at the expense of
non-users of the area.
Part of Development
We have had the pleasure
of having had a part in the
development of Howard
Prairie Lake Recreation Area,
which has become a favorite
area to many in Jackson coun
ty and to thousands from out
side of our county, especially
from California. Hundreds of
thousands of dollars a year
are spent In Jackson county
by such visitors and they are
coming back with more.
It is an area and an indus
try that will and must grow.
It must be expanded, as any
good business must expand,
to keep pace with the demand
and its potential. Our county
court and commission have
recognized the potential and
have spent a great deal of
time and effort to develop it
to the best of their ability.
Recognized good business
methods and procedures must
be applied in the develop
ment and operation of such
an industry.
They should receive the en
couragement of every one in
Jackson county who has an
interest in the welfare of the
county. It should be a place of
which every citizen is proud.
It is a place where people can
go, at little expense, and en
joy the great outdoors at its
finest. If it is to be a success
ful industry it must not be
come an issue of bickering
and narrow thinking.
We have had some healthy
discussions with our county
officials regarding the prop
er methods of operation at
Howard Prairie. Our recom
mendations have not always
been adopted, but we persist
when we know that the public
interest will best be served
as a result of a proposed im
provement or policy.
We respect our officials and
our differences are resolved
amicably, because we are all
trying to accomplish the same
result. Every citizen of Jack
son county cannot be a di
rector of operations and poli
cy at Howard Prairie or com
plete anarchy would prevail.
Be proud of what you have
and enjoy it.

Farm Worker Gets New Court Chance

The Oregon Supreme Court
Wednesday reversed a Uma
tilla Circuit Court decision
which had thrown out the
case Ted T. Short had brought
against Federated Livestock
Corp. A new trial was order
ed. Short claimed the corpora
tion was negligent because it
hadn't made its hog pens rea
sonably safe.
The high court said the em-1
ployers liability law didn't
mon law standards the em
ployer had failed to provide a
reasonably safe place to work.
However, it pointed out
that an employee's failure to
exercise due care could raise
the question of contributory
negligence.

put its 5-year-old guard dog,
Charlie, back on duty today
with a set of false teeth.
Charlie lost his real teeth by
chowine on concrete, wire
fences and wooden posts.
DRAIN MAN KILLED
Reedsport - IUPII - Robert
Cook, 20, Drain, was killed in
a logging accident about 30
miles east of here Tuesday.
He was struck by a rolling
log while setting chokers.

mated. He stated prices quot
