pects for House approval of
the income tax cut President
Kennedy wants.
Kennedy announced the
good news Wednesday. He
told a televised news confer
ence that the government
wound up the fiscal vpar nn
June 30 with a budget deficit
s.B Billion less than he had
predicted last January.
The President said final
figures to be released by the
Treasury within the next few
days would show that outgo
exceeded income by only Sfi.2
billion. In his January budg
et message Kennedy had fore
cast an $8.8 billion deficit.
He noted, happily, that the .
deficit had turned out to be
even smaller than the previ
ous fiscal year. The deficit
for the year which ended
June 30, 1962 - the first full
full fiscal year of the Ken
nedy administration - was
$6.4 billion.
Plea Renewed
Kennedy coupled the an
nouncement with a renewed
plea for passage this year of
a $10 billion cut in income
taxes for individuals and cor
porations. In other congressional busi
ness, Navy Secretary Fred
Korth appears for the seventh
time in the continuing con
gressional investigation into
tho controversial TFX fighter
plane contract award. Chair
man John L. McClellan (D
Ark.) of the Senate investiga
tions subcommittee so far has
held four months of hearings
into the award of the $6.5
billion contract to General
Dynamics Corp. over Boeing
Co.
U.S., Mexico To
Settle El Paso
Island Dispute
El Paso, Tex. - IUPR - Settle
ment of the century - old
Chamizal dispute between the
United States and Mexico was
to be announced today, United
Press International has
learned.
The anouncement that will
transfer the area to Mexico
will be made by President
Kennedy in Washington and
by Mexican President Adolfo
Lopez Mateos in Mexico Cily.
The U.S. is expected to give
up most of the Chamizal to
Mexico in return for Cordova
Island, a Mexico-owned river
island that juts 20 blocks Into
El Paso.

working out details of the set
tlement since the President
and Lopez Mateos discussed
the situation when Kennedy
visited Mexico City June 29,
1962.
Heavily Populated
The Chamizal (Spanish for
thicket) is a section of land
left on the north side of the
Rio Grande when the river
changed channels In 1852. It
is now heavily populated and
contains several schools, El
Paso's only meat packing
plant and a number of small
businesses.
The 630 acres in the Chami
zal have been estimated to be
worth as much as $20 million.
Approximately 4,000 persons
live there.
Former El Paso Mayor
Ralph Seitsinger proposed
July 19, 1902 that a new chan
nel be dredged in the Rio
Grande. He said at that time
that a settlement was near.
He said U.S. property own
ers would get about $35 mil
lion in payment for tho land
turned over to Mexico.
Recommendation Refused
In 1911 an Impartial boun
dary commission recommend
ed the land he turned back to
Mexico. The United States
refused to accept the recom
mendation. Seitsinger conferred with
U.S. Ambassador to Mexico
Thomas C. Mann and with
Joseph Fricdkin of El Paso, of
the U.S. International Water
and Boundary commission on
the Chamizal a year ago.
The area, comprising 60
blocks, includes four elemen
tary schools, one high school
and a government housing
project.
The settlement was expect
ed to give Mexico a net gain
of 437 acres, with 193 acres
of Mexican owned Cordova
Island reverting back to the
U.S.
