Forrest county
(Hattiesburg) registrar There
on Lynd Monday to comply
with its orders within 10 days
or face a trip to prison. Other
phases of his case are pend
ing.
It is highly unusual for a
federal court specifically to
order individuals to be regis
tered for voting. In the only
recent case like it, a U. S.
court handed down a similar
order for a larger group of
Negro registrants in Mont
gomery, Ala.
Most Unusual
The appeals court also said
in the Lynd case that it was
most unusual" for that court
to hand down an injunction
as it did on a temporary basis
in the Lynd case.
The appellate court said it
took the action so that the
rights of the Negroes in
volved might be protected
while the federal district
court conducts a full hearing
on a justice Department re
quest tor an Injunction
against the HaUlesburs regis-
trar. The lower court had ear.
Her refused to grant the in
junction.
Civil rights voting cases are
expected to become increas
ingly prominent between now
and the 1964 presidential dec
tlon as Negro organizations
step up pledges to "double the
Negro registration."
Negro groups are finding
the way fairly easy In some
sections of the South. It is
more difficult In others, Their
problem is both opposition
from "the courthouse crowd"
in rural areas and lethargy
on the part of Negroes.
Shows Slight Incraai
Latest figures available
from the U.S. Civil Rights
Commission and the Voter Ed
ucation Project, a get-oul-lhe-
Ncgro-vote drive financed by
the Taconlc Foundation,
show only a slight Increase in
Negro registration between
1960 and 1062.
A spokesman for the VEP
says Mississippi's Negro regis
tration is about 25,000, rough
ly what It was In 1960 and
1962. That's the low point
for the South. There arc 422,
256 voting-age Negroes in
Mississippi, according to most
recent figures.
The Lynd decision a (feels
an area of the nation where
there has been a running ac
count of alleged voter dis
crimination and violence
aRainst Negroes working for
voting privileges.

do anything to the child, ex

Surgeons often advise
against removing the port
wine stain, because the op
eration must leave a scar. The
disadvantage of this is that
people know what a port-
wine stain is, while they
won't know why a person has
a white scare on the side of
his face. Often, also, the port-
wine slain goes onto an eye
lid or the nose or the lips,
where an operation would be
likely to leave some defor
mity.
The best treatment I have
seen for these port-wine stains
is to cover them over with
a special preparation which
stays all day and is water
proof. It can be made to look
so much like the normal skin
that no one can notice lis
presence. This covering pre
paration can be found In drug
stores and at cosmetic count-
era. It can be nut on In the
morning and wiped off at
night. It can be tinted to
malch the child's skin.
Strawberry Mark
The second major type of
birthmark is the so-called
strawberry mark, which is
made up of immature blood
vessels. For a while the mark
may enlarge considerably,
and then later it will fade
out. These marks range in
color from red to blue, and
In the wording of the expert,
"They consist of compressible
vascular tumors." During the
lime when the mark is en
larging, the temptBllon is
strong to remove the thing
surgically, but experts toll us
this should not be done, in
view of the fact that an ex
cellent result can come when
the nodule disappears by it
self. In those rare cases in which
there is bleeding, or In which
the mark interferes with the
function of an eyelid or a lip,
it can be treated with some
form of radio-therapy, or
freezing, surgical excision, in
jection with a solution which
will cause the blood vessels
to contract down, electro
coagulation, or compression.
Usually, with these tumors,
the shrinkage occurs before
the age of one year, but some
times it is not complete until
the age of 7.
There is a third form of
birthmark, called a mature
angioma (blood vessel tumor)
which shows no tendency to
disappear, and is not sensitive
to radiation. These nod.ilcs
show no increase in size with
age. The only treatment Is
excision, and skin grafting. It

these marks, 1 would put him

plastic surgeon and let him
