HOW WE GOT INTO TODAY'S 'PAYMENTS' SPOT

How did the great United States get into a spot where
our foreign creditors actually have the power to topple our
dollar overnignt it they ever decide to stage a run on our
gold hoard? How come the nations of the free world are now
loaded with reserves in dollars and gold, whereas at the end
of World War II the scarcity of dollars and gold in the
West was so acute we felt it imperative to give away our
money by tne billions?
In mid-August the U.S. Government will issue a bleak
report showing that in the first half of 1963 our international
financial accounts were spattered by red ink, the deficit in
our balance of payments this year is much worse than the
$2.2 billion chalked up in 1962, and there is no chance of
avoiding additional drains on our gold reserve. This bad news
on our balance of payments could arouse new alarm among
foreign holders of dollar obligations.
As a result, in Washington and New York front line
of the battle to preserve the dollar's stability and reputation
highest policymakers are working day and night to de
velop new ways to cut the balance of payments deficit, curb
the outflow of our dollars and gold.
Before the August report is issued, it is possible new
dramatic moves will be made to assure creditors we will
defend the dollar and hold the price of gold at $35 an ounce.
How, though, did we get into this spot? The beneiii of
20-20 hindsight suggests we arrived via aix major routes.
We are here first became of our unparalleled programs
of giving, granting and lending lens of billions of dol
lars to foreign countries to rehabilitate them from the
devastation of World War II.
We came out of World War II the most powerful nation
In history economically, financially, physically while
most of the economies of the rest of the world came out
virtually destroyed. Foreign countries had to buy goods from
us but they had neither the gold nor dollars in reserve to
pay nor the productive facilities to turn out goods to earn
the money to pay. To help them rebuild and buy, we have
poured fabulous totals into foreign economies and these
balance of payments year after year, despite the fact that our
balace of payments year after year, despite the fact that our
exports in the 1940s-50s skyrocketed.
We arrived here, second, via the route of the Cold War
and Korea-which impelled us to pour more tens of billions
into other nations for military defense, economic develop
ment, foreign aid.
This spending also helped mightily in creating our defi
cits. It's still doing so, for in 1962 alone our military and
economic aid spending abroad came almost to $7 billion.
We are here, third, because of U.S. private investments
abroad to take advantage of the reviving and developing
economies. ,
As our businesimen recognised the opportunities out
side our borders, they logically sent billions abroad to par
ticipate them in Canada, South America, Asia, England,
the Common Market. While this money comes back to us
eventually in earnings on the investments, the investments
so far have been adding to our deficits.
We arrived here, fourth, via the route of tourism and
payments abroad in the form of pensions, private gifts, con
tributions. The tourist gap - the difference between what we spend
abroad as tourists and what foreign tourists spend here -is
a major factor in our payments gap. Payments abroad as
pensions, gifts, contributions have been steadily rising, came
close to $1 billion in 1962.
We are here, fifth, because U. S. investors have been buy
ing the securities foreign borrowers have been offering in
our markets, and when they do, this money goes abroad.
This has been a mounting iactor in the deficit in recent years.
We arrived here, sixth, via the route of relatively low
Interest rates which have encouraged holders of short-term
funds - "hot money" - to shift their funds to foreign finan
cial centers where interest rates are higher and their invest
ments can earn more.
The healthy deficits in our balance of payments of early
post - war years have now become a problem of immense
magnitude. The next column will tell what we're doing to
get off the spot.

a funeral service the body was

where the two younger sons
of the dead sultan lowered
him into a grave.

from the bad guys bit an offi
cer here today in the climax
of a 45minute chase in which
the quarry turned out to be a
young woman.
She went to jail while pa
trolman Dave Courtney, 38,
went to a hospital for treat
tnenf nt an arm umind inflict
ed bv Shadow, a German,
shepherd dog employed by the
North Kansas City. Mo., Po
lice department.
Courtney did not blame the
dog, a veteran of several years
police work.

that patrol car," he said, add
ing that three feet was too
close. "He lunged out the win
dow and took me."
Other officers in the four
squad cars which had been
pursuing the motorist took her
to police headquarters, where
she was booked for speeding
70 miles an hour through city
streets, running red lights,
failure to yield the right-of-way,
and driving while in
toxicated. Officers withheld her name
because they did not know
which if any. of the three she
gave them was correct.
