State Employees'
Pay Hike Approved

were approved only through
Dec. 31 by the emergency
board today because of the
threat of referral of the legis
lature's $60 million tax in
crease measure.
More than $3.8 million was
requested for pay hikes for
the biennium which begins
Monday.
The emergency board, made
up of legislators, said it did
not want to approve Increases
for the full biennium because
of the referral possibility.

dents of the region.

center has been constructed
to remain compatible with
native surroundings, develop
ers emphasized In announcing
the opening.

Architect F. Jerome Hunter
and Bntzcr Construction, the
general contractor, have com
bined the "most modern con
cepts and the finest mate
rials" while still preserving
this harmony with the land
scape, the spokesmen noted.

plete community. Cascade Vil
lage homes, within walking
distance of the 16-store cen
ter, opened Jitut one year ago,
There are 350 homesltes In
the village, which has its own
swimming pool.
The pool Is being main
tained by the Cascade Village
Recreation Area, Inc., the clll-
tens of the community. The
pool is for village residents
only, and Is under the man
agership of Mrs. Jackie Mc
Cee, who also will be the life
guard. She has had 33 years
experience as a lifeguard.
Shoppers visiting the area
will be able to reach all estab
lishment within one half
block of the eight-acre park
ing section. All shops are ac
cessible without departing
from the roofed area through
the use of arcades.
There also are rest areas
provided for shoppers. Two
pools have been located In
these arcades to create the
cool and Inviting atmosphere
sought In all the planning,
the builders pointed out in
announcing completion of the
$1,000,000 center.

The demands of the consu
mer and the builder's ability
to anticipate them have been
a major factor in upgrading
America's living habits, ac
cording to construction ex
perts from coast to coast.
"The building business is
one of the world's biggest
guessing games," one builder
said. "About the only thing
certain is that the standard
of living provided in new
apartments and new houses
will continue to go up."
Three Persons Hurt
In County Mishap
A driver and two passen
gers were injured yesterday
afternoon in a one-car acci
dent on the Blackwell Hill
rd. near Gold Hill, according
to state police.
The driver, Harold Eugene
McGrath Jr., 28, of 100 Wind

treated for a dislocated hip;
Dennis McGrath, IS. same
address, is still being x-rayed
for a possible hand Injury;
and Kenneth Michael DeHass,

fered an injured back.
All three suffered severe
cuts and are in fair condition.

approved by the board.

pointed out that while the
emergency board would not
have the authority to cut back
on any increases it approved,
the governor did have that
authority.
Would Order Cutbacks
Holmer added, however,
that the governor had indi
cated he wouldn't order salary
cuts, but would instead order
staff cutbacks in case of re
ferral. Barton asked, "If you can
cut back on the number of
employees if the tax bill is
referred, why can't you cut
back now?"
Holmer said "we can't re
duce the number of employees
and still get the work done. If
the tax measure is defeated by
the voters we will have to
make cuts, and it has been de
cided to cut back on the num
ber of employees, rather than
reduce the pay scale."
Thornton Rules on
City System Revenues

day that net revenues of a
city-owned water and sewer
system must be used to serv
ice the system's bonded in
debtedness rather than for
general governmental ex
pense. In response to an inquiry
from Secretary of State How
ell Appling Jr., Thornton . 'i
that although the city had the
power to levy property taxes
to retire the system bonds,
this power should not be
used unless the system rev
enues are not sufficient, by
themselves, for that purpose.

Rains Cause Rise In Scab Problem
Present rains have caused
an increase in scab on apples,
County Horticultural Agent
Clifford B. Cordy said today.
There was already consid
erable scab in local apple
trees, he noted.
He advised growers to ap
ply Cyprex at three pounds
per acre or 34 pounds per 100
gallons of water. This spray
ing must be completed tomor-1
row so the effects of the I

coddling moth spray with 12
pounds of DDT per acre for
air blast sprayers or two
pounds per 100 gallons.

showing up in orchards. '

PEDESTRIAN PAYS
London-WS-Hubert White,
who was knocked down and
injured by a motorcycle si
years ago. was ordered Thurs
day in court to pay the driver

White had stepped off the
curb and caused the accident.
The motorcyclist, Ronald
