Negro Leaders
Cile Portland
Racial Troubles
Portland-AW-Negro leaders
accused labor unions, the
Portland Housing Authority
and the Portland School
board of contributing to racial
difficulties Sunday.
The criticism came at a
rally after some 400 persons
marched through the city's
predominately Negro Albina
district in a memorial parade
for slain Mississippi integra
tion leader Medgar Evers.
About 30 per cent of the
marchers were non-Negro.
Labor unions were describ
ed as "the biggest single
source of discrimination in
Portland."
Mayfield Webb, president
of the Oregon chapter of the
National Association for the
Advancement of Colored Peo
ple, said a "major event"
would take place in the labor
field in the next few weeks.
He said the "event" would
affect all unions because Ne
groes were tired of what he
called delaying tactics. He
would not elaborate beyond
that.
The housing authority drew
Negro fire for its plan to
build a federal low-cost hous
ing aevelopment in the Albina
district. Webb called it a
"ghetto housing project."
Racial Imbalance in several
Portland - schools- was the
cause of Negro leaders' crit
cism of the school board.
The marchers were not
heckled as they moved quiet
ly along the parade route.
Most were well-dressed and
many carried signs and wore
black armbands. There were
few spectators.

Logging Road Plans Opposed
Portland-(l'-Objections to
a proposed road for logging
operations in the Minam riv
er area of the Wallowa Moun
tains have been voiced at a
U.S. Forest Service hearing
here.
The Forest Service present
ed revised proposals for the
Minam River Watershed at
a hearing Friday, explaining
that they were offered to
sound out public opinion and
that a firmed up program
would be offered this fall.
J. Herbert Stone, regional
forester, said the revised pro
posal included an increase of
11.223 acres to the Eagle Cap
Wildnerness area; a recreation
area of about 13.000 acres on
both sides of the lower reach
es of the Minam river in the
Whitman and Wallowa Na
tional Forests, with timber
harvesting on a selective ba
sis, and a multiple use road
running five miles 'down the
Little Minam river to Bould
er creek. The road eventually
would extend into the main
Minam river recreation area.
A spokesman for the Save
the Minam, Inc., said his
group proposed a road into
the Little Minam watershed.
George Reid of Baker, pres
ident of the Oregon Wildlife
Federation, said ita clubs had
voted unanimously to include
all of the Minam in a wild
erness area attached to Eagle
Cap.
