in doing something for mi
grant farm workers.
The migrants are America a
poorest people. There are
about one million of them -men,
women and children -who
eke out a living by "fo.
lowing the crop. With every.
one working, including very
young children, migrant
family may earn about $1,000
year.
Many migrants Hv In
squalid shack towns. They are
subject to exploitation by
crew leaders who serve as
brokers of their labor. Their
children get little schooling
and grow up illiterate, unable
to break out of the migrant
way of life. They have very
high disease and death rates.
They are not covered by any
of the federal labor laws, tney
are not represented by a un
ion, and their political Influ
ence is nil.

In the conviction that the
migrants problem can be
solved only by federal legisla
tion, the major fauhs have
joined forces in what is re
ferred to in Washington-usu-ally
with a patronizing smile
as "the church lobby."
Year after year, the church
lobby has charged forth into
legislative battle. Always, un
til now, it has gone down to
ignominious defeat at the
hands of the large arid power
ful farm lobby.
A few weeks ago, the House
of Representative took up
bill, backed by the big farm
interests, to extend for two
years public Saw 78 - the so
called "brace ro law" under
which Mexican farm workers
are Imported Into this coun
try to fill the same kind of
jobs that domestic migrants
seek.
Sands Cons' Letters
The migrant ministry of the
National Council of Churches
and the National Catholic
Rural Life Conference sent
letters to ail members of Con
gress urging that Public Law
78 be allowed to expire on
schedule at the end of the
present year. They said the
importation of braceroa de
prived domestic migrants of
jobs, and drove down their al
ready pitiable wages.
To the utter amazement of
virtually everyone in Wash
ington, the House rejected the
two-year extension bill by a
roll-call vote of 174 to 158
Alter the surprise vote, a
prominent farm lobbyist
stormed out of the Capitol
nd muttered to reporters:
"Those damn do-gooder
have put one over on us.'
It was the first clean-cut
victory the church lobby had
ever won over the farm lobby,
and it was a heady experi
ence. But as Fr. James V il
ia rd of the Catholic Rural Life
Conference emphasized, "that
was just one battle ... we
haven't won the war yet by
long shot.

again before the congressional
