islature had put federal re
search money in Jeopardy by
reducing higher education sal
ary requests.
Flemmlng said federal re
search money had been In
creasing of late. "This re
search money comes to us be
cause of superior professors in
the ystem, and it will cer
tainly decline if our salaries
do not permit us to attract
and keep superior people," he
said.
He said the federal research
contribution to higher educa
tion amounted to about $16
million during the current
biennium compared to $8 mil
lion for 1959-61. "That kind
of money is definitely good
tor the economy of Oregon,
and it just doesn't seem to be
good business to discourage
It."
Dr. Branford P. Miller,
president of Portland State
College, said cutting of fi
nancial requests "will not
even permit us to maintain
the standard of education in
Oregon at its present level.'
He said "the attitude of the
legislature regaring education
seems to be one of retrench

Other novelty numbers are
also being planned for this
event.
The group recently partici
pated In the Brookings Azalea
festival and will also be seen
in parade and program at the
Ashland July 4th celebration.

Security Council debate
on financing a United Nations
peace mission to Yemen left
the world parliament today
as far away as ever from solv
ing its money problems.
The resolution adopted by
the 11-nation council Tuesday
sanctioned the dispatch of UN
observers to Yemen, but it
skirted the key question of
what UN body is responsible
for arranging financial sup
port for such operations.
A last minute compromise
averted a showdown that
might have helped shed some
light on the protracted UN
fiscal crisis. Consequently,
the whole problem reverted
to private consultations for a
formula to meet expenses of
future peace-keeping costs.
The Afro-Asian powers, the
only non Communist group
still to approve a formula,
worked under an appeal to
complete their negotiations so
a fiscal agreement can be
voted in the Ill-nation Gen
eral Assembly.
Jan Paul Bannier of the
Netherlands, chairman of the
assembly's budgetary commit
tee, called off today's meeting
and appealed for an end to
all private consultations by
Thursday.
The assembly has been
meeting in special session for
more than four weeks in an
attempt to devise means of
erasing a $100 million debt
and paying future peace-keep
ing costs on a basis equitable
to all members.
The huge deficit is largely
the result of the refusal of the
Soviet bloc countries, France,
South Africa, Portugal and
several other states to pay
their shares of the peace-keep
ing costs in the Congo and
the Middle East.

Russia Preparing
To Launch Woman

sources said today the Soviet
Union is preparing to send
the first woman into space,
possibly this week.
There was no official con-
flrmatlon of the report and
the lcniith of the space shot
was unknown.
But the sources hinted It
might last eight days. The
current record is 94 Vi hours
- an hour and one-half short
of four days.
Unconfirmed reports of a
planned space flight by a
woman have been circulating
in Moscow for some time.
Two candidates were said to
be ready, one of them possibly
a back-up pilot.
The latest unofficial infor
mation circulating the Soviet
capital indicated a blastoff
could take place anytime be

behind him today with full
approval of his handling of
the scandal threatening to
topple his government.
Well-informed sources said
the cabinet members gave
Macmillan their complete
backing during a two hour
secret session that was one of
the most dramatic since the
Suez crisis nearly seven years
ago. The action put the cab
inet squarely behind Mac
millan for his confrontation
with the Labor opposition at
next Monday s parliamentary
session on the security aspects
of the scandal.
The backing of the cabinet
was a key move in Macmil
lan's fight to retain his lead
ership of Britain and stave off
mounting demands that he
resign.
Crisis Reaches Apax
The crisis reached its apex
when former Minister of War
John Profumo admitted last
week he had lied to the House
of Commons about his links
with London playgirl Chris
tine Keeler. He admitted his
statement that there were no
'improprieties" in his rela
tionship with her was untrue.
Then he resigned.
The possibility of a security
compromise arose when it was
disclosed that Miss Keeler, a
21-year-old model, also was
seeing a Soviet former assist
ant naval attache in London
at the same time Profumo was
seeing her.
Calls It 'Triumph'
However, well-informed ob
servers said Lord Dilhorne,
the lord chancellor, is be
lieved to have reported that
national security did rot
suffer in the three-way rela
tionship between Profumo,
Christine and Soviet former
attache Evgeny Ivanov.
One government source
called the cabinet session a
triumph" for Macmillan. The
prime minister needed his
cabinet s support in the forth
coming debate on the scan
dal's security angles, a debate
demanded by the opposition
Labor party.

started searching for persons
holding abnormally large
stocks of sugar.
The department said it had
asked cane sugar .refiners,
beet sugar processors, and im
porters of refined cane sugar
to report by June 30 the
names and addresses of all re
cipients to whom they shipped
a carload or more of sugar
during April 1-May 31, and
the quantities shipped.
The department said the In
crease in sugar stocks of more
than 300,000 tons since the
beginning of the year was an
Important factor in the rise
of sugar prices.
