Subdivision Plat Approved
By Irrigation District Board
Medford Irrigation district's
board of directors solved one
subdivision problem, appeared
near to solving another, but
gained one more
Siskiyou plat No. 1 of the
Leever-Whalin subdivision on
Murphy rd. near the golf
course was approved by the
directors subject to an attor
ney's legal approval. Frank
Van Dyke, Medford lawyer,
was asked to examine the
plat. The new plat is not sub
ject to irrigation assessments
although it is within the dis
trict's boundaries.
The hoard had nuzzled over
the Leevcr-Whalln subdivision

A loiter from Manville Ilcl-
sel. Stevens' attorney, stated
the subdivider would pay $200
of the originally .estimated
$400 meter purchuse cost. An
earlier board resolution culled
for the subdivider to pay both
purchase and installation cost.
A cheek on a 1057 brochure
revealed' the meter price
might be closer to $300. -
G. A. Cottingham, 132'J

board to compromise on seven

Excess Bdggag
Deleted From
Constitution
f (Continued from Pig On)
,.; The proposed constitution,
less than half the length ot
the present one, did many
things. . i
It dropped the excess bag
gage gathered In century, It
moved many details to tho
laws, it provided new flexlbll
Ity, 11 cleaned up language, It
kept most of Oregon's time-
tested traditions, and it made
some substantive changes
The commission's draft was
the most severe. The legisla
live committees moved back
nearer Oregon' present con
stitution in many respects, too
far back tome thought. Even
the legislators, however, In
sisted the executive branch
must be strengthened.

TOGO RECOGNIZED , ,
J Washington Wit The
"United States has recognized
h government of Togo,
near the end of its course
through the legislature.
But It was clear the tide for
revision was still llowlng, and
the legislative action, as far
as It. went, mirrored the
strength of the tide,
Meanwhile, in case the new
one didn't 'nuiks It, the legis
lators didn't foruet Oregon's
present constitution, already
amended 111 times.
Three, more amendments
were pent to the people for a
vole next year. :
The first, to go on the May
ballot, is of crucial' tiunill
cancc to higher education, It
will ask voters to approve $30
million1 In bonds fur college
construction. Only $U 5 mil
lion would be used for class
rooms and other Insliuctl.mnl
buildings In lil(i3-05, and the
rest later.
The other two amendments
will go to the voters m No
vember, 1864.'
One of these would abolish
the death penally.
Would Change Penalty
The amendment would take
the matter out of the coiwilu-
lion and put it In the laws.
There the bill would chungv
the penally for first degree
murder to life imprisonment,
wilh a mandatory 10 years in
prison and lifetime parole af
ter release. 1
Four persons now face exe
cution iu Oregon, but none
would be affected if voters ap
prove the change.
The third amendment would
lift a restriction on the M.tte's
"lending Its credit " The in
tent Is to make It possible for
the state to do such things
as lease building space on a
long-term bans.
Finally, the legislature alsO
gave lit share of Mlcntion to
the United State Constitu
tion. A proposal to ask the
federal government to keep
out of the legislative aopor-!
tlonment field died, but the ,
legislature voted to ratify the
amendment prohibiting the
poll tax. q
