Commission Urged
To Test New Power
Portland - (UPD - The Ore
gon Fish Commission was
urged Wednesday to test its
new powers of condemnation
in order to build a fishway
on the Lostine river in Wal
lowa county.
Boy Ayers, federal coordi
nator for the commission, said
owners of two parcels of land
have refused to grant access
to a dam across the river near
Lostine. He said it is blocking
salmon and steelhead access
to good spawning grounds and
condemnation of a right-of-
way may be the only way to
reach it.
The 1963 legislature grant
ed the commission the power
of eminent domain.
The dam Is the property of
the Sheep Ridge Ditch Co.,
an irrigation project. The
company has authorized the
fishway, Ayers said, but land
owners have refused to grant
an easement to reach the dam
except at a price he considers
excessive.
The commission expressed
reluctance to use its news
powers and instructed Ayers
to continue negotiations.

thought of retiring.

Frankfort, Ky. -UTO- Gov.
Bert Combs is one of those
men who feel that modern day
government has gotten too far
away from the people. But.
unlike most of those who com
plain about it. Combs is doing
something about correcting
the lituation.
Periodically, since he took
office in 19S9 he has taken the
seat of state government from
the capital in Frankfort and
set up shop in other towns in
the state. !
He has visited the biggest I
city in the state-Louisville-'
and some of the smallest, in
cluding the little mining town '
of Haymond, where most of
the residents are receiving re- j
lief checks.
The trips normally last one
full day. He has made about
30 such trips so far. Some
state capital wags refer to the
mobile government experi
ment as "Combs' government
in exile.'
Combs says the trips give
him an excellent vehicle for
discovering the sentiment of
the electorate.
When he sets up shop in a
town, the welcome mat is out
to everyone who has a prob
lem or who just wants to say
"hello." Like little Susan Lew
alien, Paris, Ky., who wanted
to see a "real live governor."
The residents of the com
munities like the idea, too
they figure that if they tell the
governor himself about the
problem that something will
be done. Usually, some action
is taken.
In almost every town he vis
its, there appear the parents
of some youth who has been
sentenced to the penitentiary.
Sometimes they ask for a par
don, other times for a parole.
The governor admitted it's
difficult at times to refrain
from immediately signing the
necessary papers. Instead, he
can only say the case will be
looked into. But a number of
prisoners have been paroled
because of these personal ap
peals and the subsequent in
vestigations. Wherever possible, action is
sought the same day of the re
quest. An example was when the
family of Henry L. Ford asked
the governor if the elderly
man could be transferred from
a tuberculosis hospital in West
Kentucky to one closer to
Louisville, where the family
lives. They explained that
Ford's wife was 76 years old
and crippled and couldn't visit
her husband in the western
part of the state.
While the group was still
chatting with the governor,
one of his aides called up the
nearby Haielwood tuberculo
sis hospital and made arrange
ments for the man to be ad
mitted there.
