work on a $404 million gen
eral fund spending program
for 1063-65 was virtually com
pleted late Monday when the
Ways and Means committee
approved a $77.3 million high
er education operating budget.
But the committee that sits
in Judgment on Orcgons
money matters gave the oacn
of its hand to heavy pressures
for more improvements in pay
for college teachers and state
emp' es.
The $404 million represents
what the slate will spend in
taxpayers' money. It is about
one-third of the total budget.
The rest comes from special
and federal funds.
The $404 million is about
$1 million under the original
general fund budget figure
proposed by Gov. V rk Hat
field. But it represents con
siderable Juggling of funds,
substantial cuts, and some
new expenditures.
The higher education bud
get indicates where most of
the money will be spent - on
education.
Federal Funds Help
The $77.3 million will pay
more than half the cost of
operating the state's colleges
and universities, as well as
taking care of the Medical
School teaching hospitals and
clinics, the Crippled Chil
dren's division, agricultural
and forest research, and edu
cational television. Another
$56 million will come mostly
from federal grants and stu
dent fees.

a $646,000 saving, since the
Salem hospital has been oper
ating under capacity.
The committee sent a bill
for salary improvements for
college teachers and state em
ployees back to the House
floor without restoring any
of the money it trimmed
earlier.
Emergency Fund OK'd'
It approved a $2.2 million
slate emergency fund, fatter
than usual, and some members
suggested higher educa t i o n
might try to get more salary
improvement money there.
The com mittee approved
$701,000 to pay for the rest
of this legislature, the interim,
and the start of the next. A
$1.2 million appropriation for
the present session was made
earlier.

INDUSTRIALIST CONFERS WITH WEST GERMANS
Bonn, Germany-ilPI-Brlhold Beits, general manager of
the Krupp industrial empire, conferred with West German
officials today on his recent talks with Soviet Premier Nikita
S. Khrushchev and other Communist leaders.
It was understood the Russians told Beits they wanted
to increase trade with West Germany. He reportedly replied
there was some difficulty in finding markets for the goods
the communists want to export.

The House Constitutional
Amendments committee vot
ed, 6-5, Monday night to kill
resolution which would
have called a vote of the
people on the question. A
constitutional amendment had
been proposed to legalize the
bus service for non - public
school children.
Parents earlier this month
staged massive protest en
rollments from parochial to
public schools. They hoped
to show it was more econom
ical for the state to provide
free buses Instead of the en
tire cost of elementary and
high school education.
The Catholic parents indi
cated that unless free school
buses were available in the
fall, they would send their
children to public schools in
stead of parochial Institutions.

with a comparatively dull
though slightly higher price
trend.
Prices finished firm but
below their best levels of the
day. On May 28 last year the
market suffered its sharpest
price break in the most hectic
trading since the 1929 crash.
Electronics and sugars
paced the advance with gains
of a point or more spread
evenly throughout both
groups. IBM starred on the
upside in the electronics while
American Crystal Sugar set
the pace in its section.
Steels were firm and mo
tors, with the exception of
Chrysler were fractions high
er. Du Pont backtracked in
the chemicals.
