Edith Green Continues Efforts For Campaign Spending Limits

Edith Green
stood on the
House floor
last month
and scolded
then like the
former school

was a bit of schoolboy reac
tion. But she went ahead with
legislation and is gathering
support to make Congress 09
and 44100th per cent pure,
such as:
HR 4747, which limits the
amount candidates may spend
on campaigns, prc-primary,
general and nominating con
ventions. A Senate candidate
and House member at large
may spend $50,000 and a
House candidate $12,500, each,
on the pre-primary and gen
eral election campaigns. Presi
dential and vice presidential
candidates may spend about
20c a - head on registered
voters in the country-
HR 4993 which requires all
congressmen, their spouses
and children earning over
$12,500 annually to make a
statement disclosing the
amount and sources of in
come, the value of their assets
and dealings in real estate,
securities and commodities,
on an annual basis.
HR 4793 which establishes
a 15-man commission on leg
islative ethics to make an 18
month study of congressional
habits and make recommenda
tions for reforms.
Record Requirement
Mrs. Green has not yet in
troduced, but has planned
legislation to require congres
sional staffs to keep a record
of all oral communication
with the regulatory agencies,
" such as the Federal Power
Commission, Federal Com
munications Commission, In
terstate Commerce Commis
sion, etc.
Because she is not on the
committee to which the above
bills will be sent, passage de
pends upon her success in
winning support of those com
mittee members.
Mrs. Green, because of sen
iority, has moved into leader
ship circles as chairman of a
subcommittee on the Educa
tion and Labor Committee,
which considers many key
bills. Chairmanship of a com
mittee means that one's name
is engrossed on bills which are

agree was sent to the House
floor Wednesday with the ap
proval of the Committee on
Planning and Development.
The committee also ap
proved bills to let the public
employees of an electric
power supplier organize and
bargain collectively, to per
mit county bonding for ex
position facilities, and to re
quire inspection of plans for
public works built by po
litical subdivisions.
Bills calling for a statewide
port study, and for a study of
professional licensing in Ore
gon, were sent to- the Ways
and Means committee.
The committee tabled, and
thus probably killed, a pack
age of racing bills. It tabled
"for a week" a bill to revise
the county planning law.

Bill would become the Morje
Grecn Act. This bill failed of
enactment last year because
of the religious issue-the Sen
ate bill gave loans only, the
House fought for both grants
and loans to private and pub
lic colleges for construction
and it lost in the House by 28
votes.
Bill Calls for Centers
The $2 billion higher educa
tion bill has had new life
breathed into it and may yet
reach the House for a vote.
Mrs. Green has also intro
duced separate legislation to
provide 15 centers around the
country where universities
could share graduate research
facilities.
She has said that the pro
posed Graduate Research Cen
ter in Portland could qualify
for federal funds under this
legislation, which may yet be
incorporated in the higher
education bill.
Rep. Green has intro
duced legislation to prevent
funds from going to Land
Grant colleges in states which
discriminate against Negroes,
and to hospitals which have
been constructed with Hill
Burton Act funds.
Sen. Lister Hill, of Ala
bama, a supporter of federal
aid for education, has indicat
ed he will not support fed
eral programs because he
fears the Government may
use federal funds as a lever to
force integration of more
southern schools. He was a
prime mover in defeating the
higher education bill last year
Mrs. Green, who has been
working for an equal pay bill
for women since arriving in
Washington in 1955. saw it
fail last year in the Senate
Sen. Hill would not call a
committee meeting to con
sider it after having passed
the House under her leader
ship. Her original bill covered all
women working in interstate
commerce industries, but the
Republicans on her committee
objected to setting up a new
bureau, so Mrs. Green com
promised to win their support.
She has introduced legisla
tion which is a duplicate of
the Administration's bill pro
viding hospital care for the
aged under social security.
Minor bills which she has
sponsored include: HR 4748
which would extend the time
to allow ministers to decide
whether to come under social
security.
HR 3511, which she calls
the working widows bill, al
lows them to deduct a greater
amount than now from their
income tax for maid or house
keeping services.
Allows Tax Credit
HR 2380 allows tax credit
for contributions to the United
Nations.
HJRcs 238, provides that
voting residents of one state

legislation taking postmaster

ly; taking the Water Pollu
tion Control program from the
Public Health Service and set
ting up a separate administra
tion within the department of
Health, Education and Wel
fare, and one requiring Cabi
net officers to appear before
Congress and answer ques
tions on administration action,
similar to the British system.

Ashland-Representatives of
Southern Oregon college vis
ited four Washoe county
school in Reno, Nev., to ob
serve their non-graded ele
mentary program recently.
Purpose of the trip was to
observe the system which will
be partly utilized during the
SOC summer session at the
Lincoln training school.
Those attending were Gwen
Brinkworth, Rose Marie
Davis, Art Phillips, of the
Lincoln Elementary school;
Florence Robinson, assistant
professor of education; and
Chester Squire, associate pro
fessor of education.
