Legislature Continues Struggle Over
Financing of College Campus Buildings
Salem rlUM- The legislature
continued to struggle Tuesday
with various ways of paying
for state campus buildings, lit
eluding a proposal for vote
on a bond issue.
The Board of Higher Edu
cation asked the legislature
day earlier to authorize a vote
next May on whether bonding
fur higher education construc
tion should be expanded.
The Ways and Means Edu
cation subcommittee renewed
its discussion Tuesday of the
problems of financing college
buildings.
Sources Listed
It has these sources of
money for the facilities need
ed: -Special student fees that
are derived from "self-liquidating"
buildings such as
dormitories and student cen
ters. Resolutions To Seek
Walks for Children
A resolution asking the
Medford city, council to au
thorize itaSety paths for ele
mentary school students walk
ing to school will be present
ed to the PTA s of Hoover
and Roosevelt schools at their
meetings this week, according
to a spokesman for the two
groups.
Sinoe many Medford streets,
especially those In new resi
dential areas on the east side,
have no sidewalks, youngsters
walking to and from school
constitute a hazard to them
selves and to drivers who
must swerve to avoid them.
The resolution to be consid
ered by the PTA groups
would petition the city coun
cil to determine the most
heavily-used school routes and
to provide safety paths or
graveled walks along those
routes.
Parents Interested in ap
proving or opposing the reso
lution are urged to attend
the Roosevelt PTA meeting
at 7:30 p.m. Thursday, May
9, or the Hoover meeting at
2:30 p.m. Friday, May 10.

German rocket experts from working in Egypt by coercing
their relatives. A government official said their trial has
been delayed because more time Is needed to investigate

BRITIH SECRETARY RETURNS FROM PAKISTAN

monwealth and Colonial Relations, arrived in London Tues
day from Karechl, Pakistan.
He attended a meeting of the Cenlrel Treaty organisation
in Karachi and later visited New Delhi, Indie. Bui he re

The board said Monday the
legislature should authorize
an initial revenue bond issue
until the voters have a chance
to vote on a general obliga
tion bond issue in 1964'
The subcommittee must de
cide how, and in what propor
tions, to deal with the four
fund sources.
Rep. Stafford Hanscll (R
Hermlston) told other mem
bers of the subcommittee
Tuesday: "There isn't any
magic about this. Eventually
it's all out of the general
fund."
What the subcommittee
must decide is how the col
lege building needs compare
with the available funds. It
also must decide how much
Oregon can afford to shell out
of the general fund now for
buildings, and how much
should be spread out over the
long run through one of the
two kinds of bonding.

Group Discusses
Budgets for Three
City Departments
Budget requests for the
1963-64 fiscal year for three
major departments - police,
fire and public workr - were
reviewed at last night's meet
ing of the Medford citizens'
budget committee.
Proposed budget for the 49
man fire department totals
$355,392, compared to last
year's budget of $333,547. The
increase, in general, is due
to salary adjustments in the
new pay plan drawn up for
the city by the firm of Grif-fenhagcn-Kroeger
earlier this
year. '
Fire Chief Gordon Barker
said that the 64-hour work
week for firemen, which was
voted by last year's budget
committee, has caused his de
partment a great deal -of dif
ficulty, forcing him to make
over 100 personnel transfers
during the year to maintain
standard staff at each station.
He urged the committee to in
stitute a 60-hour work week,
which he said could be Imple
mented with the addition of
only one more man at a cost
of $5,184.
Police Chief Charles P.
Champlin pointed out that his
budget was up $6,396, but
that, like the fire depart
ment's, was due to salary ad
justments. He noted that op
eration and maintenance and
capital outlay requests both
showed decreases over last
year.
Champlin said that due to
an increased case load - up
over 11 per cent - the depart
ment needed an additional
policewoman, to release a
male officer for patrol.
Public Works Director Ver
non Thorpe said that discount
ing salary increases, his budg
et was "about the same as last
year." Thorpe made a plea
for overtime pay for certain
members of his staff who "are
forced to work when the con
tractors work," sometimes aft
er hours or on week ends.
They are presently compen
sated with compensatory time
off.
Budget committee members
indicated that library and wa
ter department budget re
quests will be reviewed at
the next meeting.
Oregon Accidents
Claim Five Lives
By United Press International
Five persons lost'their lives
in Oregon accidents Tuesday.
Three of the accidents were in
Portland.
Lyle Stelnbruck, 21, Port
land, died in a cave-in in
Southeast Portland. He was
buried for an hour and 30
minutes under 10 feet of mud.
Steinbruck was installing
concrete cylinders for a septic
tank for a house under con
struction. He was dead on ar
rival at Portland Sanitarium.
George Volkman, 63, Al
bany, was injured fatally
when he was struck by a
freight train at Albany. He
died in an Albany hospital.
Lonnie Castoe, 31, Albany,
was killed in a one-vehicle
accident onthe Salem Free
way near Portland. Multno
mah county police said Cas-
toe's vehicle rolled over four
times after going out of con
trol.
Lloyd Hammick, 8, Port
land, and Michael Chilick, 78,
Portland, lost their lives when
they were struck by cars in
northeast Portland.

ing council recently in Jack
sonville Community hall.
The director also stressed
the serious effect of continued
deficit spending abroad on
dwindling gold supply. He
brought out the importance of
mining as a'basic industry and
the importance of the individ
ual prospector in the discov
ery of new mineral deposits.
Dole said there still are pos
sibilities for gold mining in
southern Oregon and pointed
out that the mining organiza
tions in Oregon should work
together to improve mining
laws and fair metal prices.
The mining council dis
played a selection of speci
mens of Oregon gold.
