electrician, is about to sign
up for a year's study in en
gineering. His firm has grant
ed him a leave and, since I
am a schoolteacher, we'll

New Constitution Seen Vote of
Confidence in Present System

Salem - IUPD - The proposed
constitution's treatment of the
legislative branch is, in cf
feet, a vote of confidence In
the system that has evolved
over the past century.
Unlike its treatment of the
executive branch, where it
looks to the new, the docu
ment ratifies the legislative
branch pretty much as it is.
The new constitution does,
however, rely more on the
legislature to implement its
provisions than the present
one.
The Constitutional Revision
Commission proposed two
main changes in the legislative
branch: Annual sessions in
stead of one every two years,
and an apportionment plan to
bring representation in the
legislature even closer to "one
man, one vote."

sessions optional. Future legis
latures will be able to decide
whether to meet yearly.

And the House committee,
in a departure from its Sen
ate counterpart, decided to
stick with Oregon's present
apportionment plan, still con
sidered the nearest to "one
man, one vote" in the nation.
If the document gets the
two-thirds vote it needs to pass
the House, the apportionment
differences with the Senate
will have to be ironed out.
The Senate committee has
chosen a plan not too far from
the present one, but allowing
a slightly larger House and
Senate.
On the legislature in Ken
eral, the commission said it
should be "effective, responsi
ble, visible."
The legislative committees,
which have been revising the
commission's draft, agreed
with this goal, even though
rejecting the commission's
more extreme recommenda
tions. Consant Calendar Provided
For example, with an eye to
efficiency at some future date
when Oregon has more legisla
tive business, the House com
mittee added a provision for
consent calendar to speed
action on non-controver s i a 1
bills.
And in a constitution that
is supposed to give a "frame
work for the future," lan
guage was reworded that leg
islative voting might some day
be recorded by machine.
Like the rest of the new
constitution, language in the
legislative article is simplified
and some procedural details
are transferred into the laws.
While the proposed consti
tution does not make many
changes in the legislative
branch, it does look to the
legislature with new emphaiis
in another way.
The new document basical
ly does four things: Makes
substantive changes, sheds the
obsolete, retains the time
tested, and shifts many pro
cedural details to the statutes.
Thus it will be up to the
legislature to implement the
new constitution. The Jocu
ment provides a framework.
Within that, it gives the legis
lature the flexibility to react
to changing times.

been stolen, police reported
Tuesday. They said a thief
broke into the former Roose
velt home, Sagamore Hill, and
took the 38 caliber revolver
from a showcase. -
Three Accidents
Reported in City
David Leroy Ogdahl, 28, of
880 Mae St., was treated at
Rogue Valley hospital early
yesterday for a head lacer
ation he suffered when his
car crashed into tree, ac
cording to Mcdford police.
Ogdahl told investigating
officers he was forced to drive
off the road to avoid hitting
another car, which he said
was driving on the wrong side
of the street.
The accident occurred about
2:30 a.m. on Niantic st. be
tween Walnut and Madrona
sts.
Police investigated an ac
cident which took place be
tween 2:45 and 3 a.m. yester
day on Front St. between
Main and Eighth sis. Officers
said a parked car registered
to Paul E. and Barbara J.
Brown, 3385 Forrest ave., was
struck by a vehicle registered
to Harry and Iola Beatty, 1200
Leland.st. Officers said dam
age was slight to both ve
hicles. Frank Carter Price, 44, of
900 Barnes ave., was cited for
having defective equip ment
after his car collided with a
vehicle operated by Timothy
Allan Brown, 16, of 1320 East
Main St., about 5:26 p.m. Mon
day at Crater Lake ave. and
East Main st. No injuries were
reported, officers said. 1
Rockefeller Sticks
To 'No Comment' on
His Marriage Plans

son A. Rockefeller of New
York appears to be sticking
to his "no comment" replies
to questions from newsmen
on whether he plans to marry
Mrs. Margaretta (Happy) Fit
ler Murphy.
At a news conference Tues
day, the governor parried
several questions about his
personal plans for the future
and finally cut them off with:
"Can't we change to a more
productive line of question
ing?" Opinions were varied as to
the effect of remarriage on
the governor's political future.
Fred A. Young, newly elect
ed chairman of the New York
state Republican party, said
he did not think it would af
fect the governor.
"If it's a solid marriage.
what is wrong with it?"
Young said.
Concerning personal plans
all newsmen could get from
the governor was that he
planned to go to Brussels
sometime after May 31 to
help open a European branch
of the New York state com
merce department.
He said he was not going
in May which has been re
ported without confirmation
to be the month when he
is planning to marry the rec
ently divorced Mrs. Murphy.
