Nixon for a speech in which
the former vice president 'sug
gested the United States un
leash the Cuban exiles.
Brown, a Democrat who won
his second four-year term by
defeating Nixon last Novem-.
ber, told newsmen at the West
ern Governors' Conference "I
thought that speech was a dis
grace. It was a masterpiece of
double talk."
Nixon, speaking to the
American Society of News
paper Editors Saturday,
charged President Kennedy
"with pulling defeat out of
victory" and called for back
ing the exiles.
Bad Advice Blamed
Nixon said in Los Angeles
Tuesday that comment on the
speech was overwhelmingly
in his favor and blamed bad
advice from the Defense De
partment for administration
actions on the Cuban situa
tion.
But Brown, who spoke to
newsmen shortly after he ar
rived at the conference in
nearby Scottsdalc, charged
angrily: "It's not worthy of
a man of his stature."
Brown called Nixon's ad
dress "the kind of double talk
that resulted in his defeat as
governor" of California. Nix
on lost to Brown by nearly
300,000 votes.
Despite his attack on Nixon,
Brown said he still felt Nixon
would play a great role in na
tional Republican politics dur
ing the next year. But the
governor said Nixon could not
be called a king maker.
Goldwater Easiest
Asked by newsmen whether
he felt New York Gov. Nelson
Rockefeller or Sen. Barry
Goldwater of Arizona was the
best "pigeon" for Kennedy in
next year's presidential elec
tion, Brown replied:
"Well, 1 wouldn't want to
call Senator Goldwater a
pigeon but I think he would
be easiest to beat. He repre
sents the extreme right and
I think he represents the war
party. If we followed his ad
vice we'd go to war."
However, Brown said
Rockefeller is "slipping a lit
tle", particularly in the west
ern states. Part of the reason,
he said, was the New York
governor's financial troubles
with his state budget and the
scandal In the state's liquor
authority.

Vancouver, Wash. - IUPI) - A
young school teacher and her
college student husband were
in serious condition today fol
lowing a shooting at an ele
mentary school.
Sheriff Clarence McKay
said trank N. Martin, 22,
student at Clai-k college here,
apparently shot and wounded
Mrs. Judith Martin, 23, and
then wounded himself. The
shooting occurred in Mrs.
Martin's first grade classroom
at Minnehaha Elementary
school before students arriv
ed.
Mrs. Martin suffered
wounds in the hand and head
and Martin a wound in the
head.
McKay said Mrs. Martin
had filed suit for divorce and
had obtained a court order
Tuesday directing Martin to
stay away from her. M r s.
Mni'tin's parents, Mr. and
Mrs. Edmund Michaels of
Vancouver, accompanied her
to school Wednesday morning
because of concern for her
safety, the sheriff said.
The parents said they were
en route home when tKy w I

and returned just as the shoot
ing occurred. The Martins
were married in March of
19B2. Both attended local
high schools.

The committee ii ready to
start work on the tax pro
gram passed by the House: A
$35 million income tax bill,
a IIS million cigarette tax,
and a $12 million one -shot
bill to speed turnover of with
holding payments.
Overhulse said the commit
tee may try to raise some $50
million In new revenue with
out the cigarette tax or the
one-shot measure.
He said that on the Income
U bill, the committee was
looking into a plan to revise
the present law by eliminat
ing the federal income tax de
duction, reducing rates one
per cent across the board,
and adopting a $10 filing fee.
The committee has asked
for revenue estimates on the
plan.
Overhulse jaid the commit
tee probably would hold the
cigarette tax and one - shot
bills in reserve
