Tweedy Discusses
Juvenile Detention
Home for Chamber

of our fast way of life,'' ac
cording to Lawrence L.
Tweedy, director of the Jark
son county juvenile court and
detention home, in a talk
here Tuesday.
Speaking before the Ash
land Chamber of Commerce,
Tweedy offered the opinion
that juvenile problems are
on the increase because of a
breakdown of family relation
ships. "In families where both
husband and wife work, the
children come home to a cold
house," he said. "Then the
parents often go out at night
and leave the children home
alone."
In the juvenile department,
Tweedy said, "we try to work
with the juveniles a lictle in
hopes that maybe they won't
get into trouble again. Our
work is sort of like that of a
fisherman. We fish for in
formation."
When a child is referred
to the juvenile court, exten
sive research is done into his
background, including his
medical records. "We try to
find out the basic facts of
the case," he explained.
Children become wards of
the juvenile court for five
reasons, he said, if they (1)
have committed a violation
of a law, (2) are beyond the
control of their parents or
guardian, (3) have behavior
which endangers their own
welfare, (4) are abandoned by
their parents or guardian, or
(5) are runaways.
An average of between
four and five juveniles a day
have been referred to the
court since the detention
home opened in December,
1957. A majority of the cases
are handled without the child
being placed in the detention
home, however. Since its
opening, 1,700 juveniles have
been through the home, an
average of about one per day.
The average length of stay
is 10 days.

Upon entering the deten
tion home, the juvenile is
first given a bath, then is
offered a hot meal, Tweedy
said. During the first 24 hours
he is confined to his room in
order to get a chance to
"think things over" and be
interviewed by the staff.
After the first 24 hours
he is permitted into the
home's day room along with
other residents of the home
"We keep them busy," the
director noted. "We have
large crafts program. We also
have a garden in which they
raise food for the home.

also do all the maintenance
work, except plumbing, at
the home.

"controlled conditions, which
give us a chance in see how
the kids get along with their
parents. '
Tweedy paid tribute to Mr.
and Mrs. Robert M. Swan,
who are superintendent and
matron, respectively, at the
detention home.
Other homes in the slate
have more personnel and
more funds with which to do
the job than the Jackson
county home, he noted.

Bacon pointed out that it,
like so many, did not push
forward over a period of
years in a strong way. Sev
eral years ago, however, It
had a revival and began to '
expand, he said. He reported
that the information aspects

An 80 per cent increase in
the use of the library over
the past four years was noted
by the librarian.
