officer. Several members said
they preferred the single or
ficer. but would vote for mul
tlple officers to make the doc
ument more palatable to the

retary of state and a treas
urer elective. In addition, Or
egon now elects an attorney
general and a labor commit
' sloner, but these are provided
for in the laws, not the con
stitution. The legislative committees
indicated they may provide
for as many as three elective
officers, although not neces
sarily the same as the pres
ent ones.
One might be a secretary
of state, perhaps running in
tandem with the governor.
One might be the controller
called for in the commis
sion's proposal to conduct
post - audits and act as a
watchdog;

The committees reached
their Impasse Thursday on
whether to consider the num
ber of elective officers first
or the functions they will
perform.
The Impasse is expected to
be resolved, but It highlighted
these problems:
If the committees decide on
more elective officers, they
could still leave one or both
of these posts without any spe
cific functions, leaving the
governor as the "responsible"
officer in charge of executive
agencies.
Or, the committee could
strip away some of the gov
ernor's departments and as
sign their functions to . the
other officers, weakening the
concept of a responsible and
accountable governor and an
efficient single executive
branch.
Faced Without Choice
In short, the committees are
faced with a choice between
setting up "figurehead" posts
in order to keep the gover
nor strong at. d accountable, or
dividing up the executive in
order to give additional elec
tive officers genuine func
tions.
A controller could be an
exception, since his watching
duties would be separate from
the administration of atate
government.
The committees voted for a
policy of government reorgan
ization, grouping more than
100 present agencies, commis
sions and boards into a maxi
mum of 20 departments with
heads appointed by the execu
tive (or executives) and con-

OUTLAWED RHODESIAN LEADER TO STAND TRIAL
Dar es Salaam, Tanganylka-WPD-Joshua Nkomo, leader of
the outlawed Zimbabwe African peoples union (ZAPU) in
Southern Rhodesia, arrived here Thursday on his war home
to stand trial for alleged security offenses.
Nkoma planned to talk with Tanganylkan leaders here.
He was returning from trips io London and the United
Nations headquarters in New York. The African leader re
peated a warning that Southern Rhodesia is on the brink
of armed racial conflict.
POPE JOHN TO ISSUE ENCYCLICAL

cyclical during Holy Week, Vatican sources said today.
They said it probably will deal with peace but possibly

sts. Vehicles involved were
operated by Margaret Zavive
Minear, 37, of 1996 Griffin
Creek rd., and Marjorle Max
lne Morin, 37, of 5370 New
Hope rd., Grants Pass, police
said.
Man Wanted Here
Held in Eugene
A man wanted in Jackson
county on both felony and
misdemeanor warrants, was
arrested in Eugene Thursday,
according to Medford police.
Arrested was Carl L. Hurst.
His arrest clean seven cases
concerning checks, acording
to police. The checks written
here total $157.
He is wanted for obtaining
property by false pretenses
and for drawing bank checks
with insufficient funds in
bank.

Bill To Outlaw
Evidence for
Conviction Aired.
Salem - IUPD - Radar was
praised by many witnesses as
an lndlspensible aid to halt
fast driving and denounced by
a former state policeman as a
"speed trap" Thursday.
The House Highway Com
mittee heard the conflicting
views in a hearing on bill
that would outlaw use of ra
dar evidence for conviction
of traffic violators.
The former state policeman
is Rep. Philip D. Lang (D-
Portland), who also is chief
sponsor of the bill. In terming
radar a speed trap he said he
was not convinced its use
would further the cause of
traffic safety.
But Lang appeared alone
In his view.
Backward Step
Warne Nunn, legislative as
sistant to the governor, said
abandoning radar would be a
backward step that would de
prive enforcement agencies of
"one of their most modern
and efficient tools."
Holly V. Holcomb, deputy
superintendent of state, po
lice, said it was safer to use
radar than to have police cars
chase speeding vehicles : to
clock them with speedom
eter readings.
"I d rather see you out
law speedometer clocking
than radar," he said.
The state has 12 radar sites.
They are used mostly for "se
lective enforcement," in
areas where special problems
develop.
Lt. James C. Darby said It
was possible for motorists to
build "jamming" devices, and
to install equipment in their
cars which would indicate a
radar device was in the area.
The committee took no ac
tion on the bill.

Judges - The Senate Judi
ciary committee approved a
bill to create a 20th judicial
district of Washington coun
ty, with two circuit judges,
leaving the rest of the 19th
district with two judges in
stead of three.
Labor -The House Labor
committee voted to Introduce
a bill to have employees, as
well as employers, contribute
to the unemployment compen
sation fund. It would be ac
companied by an increase in
benefits.
Education - The House Ed
ucation committee killed a
bill to move higher education
headquarters to Salem.
Brown's Bond Plan
Declared Illegal
Sacramento-rtlPD - Gov. Ed
mund G. Brown's plan to help
finance the California water
project with a new bond is
sue did not seem as plausible
today as it did last week.
The reason' was Thursday's
opinion from the legislature's
legal adviser, which said, in
effect, that the proposed $325
million bond issue was illegal.
Brown, when Informed of
the new opinion, called it "in
teresting," but noted that the
state attorney general and
lawyers for the state depart
ment of water resouces had
already declared the bond
plan "legally sound."
In any case, the entire mat
ter will be tested in the
courts. B. Abbott Goldberg,
chief deputy director for the
water resources department,
said that the "validation
suit" would probably be com
pleted within one year.
Earl Moore Retires

his retirement from the city.
Moore has served as park
ing meter collector and air
port foreman since May 27,
1991. He was given a gift cer
