government "news manage

Manning said the basic prob
lem was the "built-in-conflict"
between the government's ne
cessity to conduct some busi
ness in private and the pub
lic's "right and need" to know
what is behind policy deci
sions. In testimony prepared for
the House Government Infor
mation subcommittee. Man
ning flatly rejected the idea
that a government official
might be justified in moments
of crisis In lying to the press.
He said that if the official
couldn't tell the truth, he
should "button his lip."

the Cuban missile crisis, but
Sylvester has drawn most of
the criticism.
Manning said that "the obli
gation of a government offi
cial is to tel' the truth or, if
security dictates, to "button
his lip." He said he knew of
no one "inside or outside gov
ernment who disputes this."

be more bluntly described as
a built-in conflict between the

the democratic public to
know the facts and policies
on which the national busi
ness is being conducted."
"Such a paradox exists,
and it lies at the center of
the questions before this com
mittee today," he added.
Must Use Flexibility
Manning said it was diffi
cult to offer "specific guide
lines" to govern handling in
formation "in periods of high
crisis" but "certain set prin
ciples" must be applied with
"flexibility" in each case. He
said:
-"Foreign policy in the
United States must be evolved
by open public discussion of
proposed policies, of the ob
jectives of those policies and
in most cases of the means
to be used to attain those
policies. . . "
-"Once a policy has been
publicly enunciated, those re
sponsible for carrying out that
policy may require certain
interludes of privacy in which
to get the job done. . ."
-"Truth is an essential.
Quite aside from the issue of
morality, falsehood is unnec
essary. . . "

Ashland Break-ins were
reported at two Ashland busi
nesses this morning, Norge
Laundry and Cleaning village
at 1660 Siskiyou blvd. and
Rich Maid Ice Cream parlor,
1630 Siskiyou blvd.
Coins were taken from nu
merous machines at the clean
ing village. Police estimated
that less than S50 was miss
ing. Taken from the ice cream
parlor were food items and a
radio.
The break ins occurred
some time between 4:30 and
7:30 a.m. Entry In both cases
was gained through a rear

Two automobile accidents
were investigated by Medford
police Sunday.
About 2:30 a.m. two per
sons were injured in an acci
dent in front of 604 North
Riverside ave., according to
police. Taken to Rogue Valley

Benjamin Bendic Anderson,
46, of 120 South First St.,
Central Point, and his wife,
Lori Ann Anderson, 36.
According to police, Ander

side ave. when his vehicle hit
a parked car registered to

POPE'S REFERENCE TO SPORTS DENIED
Vatican City-il Pl-High Vatican sources said today there
is no foundation for reports that Pope John XXIII con
demned "barbarism" in sports Sunday with apparent refer
ence to the prise fight in which former featherweight Davey
Moore was fatally hurt,
The sources said the reporter for the Italian news agency
Ansa who quoted the Pontiff to that effect apparently mis
understood the Pope's remarks, made during a Lenten visit
to a suburban church.
The reporter had quoted Pope John as decrying the
"manifestations of barbarism which sporting competitions can
become." But the Vatican sources said the Pontiff made no
mention of sports.
