California Senate Rules Committee To Decide on Braden's Appointment
i Br United Prtti International
ine senate Rules commlt
: lee was expected to render its
decision this week on Act 1,
. Scene 2 of the loudest battle
staged so far in the 1963 Leg
; islature. .
It will decide whether the
full Senate should reject the
) reappointment by Gov. Ed
, mund G. Brown of Thomas W.

struction, Dr. Maxwell Raf
' ferty, has the last word on ed
; ucational policies.
'. Most vocal and voluminous
opposition to Braden's reap
pointment apparently comes
from those who feel Rafferty
should be in command.
Opposed by Braden
Rafferty was opposed by
Braden and his newspaper
when he ran last fall for elec
tion to his present post, and
many Rafferty backers have
not forgotten.
The long awaited Rules
committee hearing lasted little
more than an hour in a
jammed hearing room half of
which broke into applause
when the chief anti-Braden
spokesman, Sen. Jack
Schrade,R-Del Mar, took the
stand.
Schrade's opposition boiled
down to this: that Braden was
pers o n a 1 1 y obnoxious" to
Schrade, and that because
Braden opposed Rafferty's
election his presence on the
board "cannot be conducive to
the cooperation and harmony"
necessary on the board.
Education Advances
For his part, Braden said
education in the state had ad
vanced in the past four years
and that he and Rafferty saw
eye-to-eye on most educational
matters.
. Both houses of the legisla
ture have given to interim
committees for further study
the question of whether the
board or the superintendent
of public instruction has the
final say.
Elsewhere, there were these

most one to 17 years of age
have come down with the in
fection. A chicken salad or
well water used in preparation
of the food at the party was
suspected as the source of the
outbreak which the city
health officer called the most
explosive in years.
Lye Thrower: San Francis
co police jailed a 17-year-old
youth with a long police rec
ord for throwing a caustic lye
solution into the face of a del
icatessen operator. His price
for the "job," police were
told, was $15.
Also jailed with Rudolph
Hoskins, who denied throwing
the lye, was Albert B. Lucero,
52, who said he paid Hoskins
to "rough up" Harry Goldman
because of jealousy over a
woman employee of Goldman.
Goldman was reported recov
ering in a hospital. Lucero
commented at city prison, "all
this over a woman."
Plane: A military C-121
transport plane flying from
Hawaii to Travis AFB near
San Francisco with 84 persons
aboard was forced to turn
back after both the engines
on one wing slopped.
The other two engines on
the opposite wing carried the
plane 850 miles to a safe land
ing marred only by the blow
out of a tire. Thirteen min
utes' fuel was left in the tanks.
The pilot, Lt. Cmdr. Robert
L. Eklund, 41, said "I feel 61
right now" shortly after the
landing. Baggage was dumped
into tile ocean to lighten and
balance the plane. Children
aboard were unaware. One of
the plane's engines "ran wild"
and the other lost its oil pres
sure and "froze" minutes later
at the halfway point in the
plane's flight to California.
Spree: Two teen-age boys
shot to death a California
Highway Patrolman and min
utes later this stolen CHP
cruiser, roaring down a free
way toward Rio Vista at 100
mph, rammed into a road
block, rolled over and crushed
to death a deputy sheriff.
The youths were escaping
from a bungled holdup at
tempt of a customer in a Lodi
gas station, whom they shot
in the leg. The highway pa
trolman attempted to stop the
car they took from the gas
station. They shot the patrol
man after their auto rammed
into a telephone pole, and
took the police car. Jack
Sikes, 16, and Richard Price,
18, both of Sacramento, were
taken critically injured to a
hospital.
Bomb: Postal inspectors
were searching for the source
of a bomb that exploded in
the mailroom of the San Fran.
Cisco airport, shattered win
dows and caused two minor
injuries.
Inspectors said they thought
the bomb may have consisted
of a can filled with black
powder. It was contained in
U.S. mail sacks flown In from
U. S. military installations in
Korea and Viet Nam. .
