The billboard question came
before the governmental op
erations committee of ' the
Medford Chamber of Com
merce last week when Dale
Bearrcll of Pulver's Motel
plead for "support of the tour
ist, committee's position in
maintaining and building a
iftronger economy through
providing the best tourist in
formation possible compatible
with standardization and good
taste of the-billboards."
. Hearrcll stated that the
committee (the chamber's
tourist and convention com'
mittee) unanimously passed a
motion asking that regulated
billboards be permitted on the
elevated freeway through
Medford. He maintained that
curtailment of such billboards
adversely affected Oregon's
third largest industry, tour
ism, and as a consequence in
jured the wayside industries
serving Medford and the state.

Robert D. Heffernan, Jr.,
chairman of the governmental
operations committee, which
is considering legislation, sug
gested that the committee
give Hearrcll another oppor
tunity to present his position
after the mayor's special com
mittee reports back on its
regan
vated freeway signs
The chamber committee al
so devoted considerable time
to a discussion of House Bill
1129, which permits the dis
trict attorneys to instigate cir
cuit court proceedings to de
termine whether a suspected
individual is a sexually dan
gcrous person. v
Dr. Paul Bray spoke in sup
port of the measure. He staled
that the bill docs provide for
a hearing and a trial by jury,
if demanded by the accused.
He further stated that just be
cause Oregon does not now
have prescribed treatment and
facilities to house and treat
sexually dangerous persons is
no indictment of the bill.
Voices Objections
He voiced objections to the
comments along this line in
an editorial in the Mail
Tribune. A few years ago, lie
explained his stand, there
were no known cardiac proce
dures, but because of strides
in medical research, due to
need, these procedures have
been developed. Such would
be the case. Dr. Bray argued,
with a new field such as sex
ually dangerous persons.
Some committee members
expressed concern for the per
sonal liberties of an accused
individual under the restric
tions of the measure.
Chairman Heffernan recom
mended that further study be
given the measure and that it
be brought before the commit
tee again.
Opposes House Bill
County Judge Earl Miller
spoke before the committee in
opposition to House Bill 1288,
which permits public employ
ees to join labor organizations
for purposes of representation
and collective bargaining with
the employer.

lieves that this is not an ef
fective bill, but permissive in
nature and has no place in
respect to public employees.
He said the budget committee
unanimously opposed the bill
when it appeared in the 1961
legislature.
The Jackson County Em
ployees association also op
posed it and so did the cham
ber of commerce.
The governmental opera
tions committee went on rec
ord unanimously opposing the
bill following Miller's presentation.
Attorney Dewev Wilson
the fourth guest appearing be
fore the committee. He spoke
on the service being offered
the legislature by the lawyers
of the state.
This year 21 lawyers are
provided by the Oregon Bar
to assist legislators in drafting
measures for the 1963 session
