Request Not to Pave Medford
Street Denied by City Council

night.
Residents along the street
had petitioned the city for
paving. After the project was

Pear buds have now devel
oped in some of the early or
chards to the point where the
more caustic dormant sprays
can no longer be applied, ac
cording to C. B. Cordy, coun
ty extension agent.
When the bud scales have
fallen from some of the buds,
it would be too late to use the
lime sulfur-oil combination,
he said. After the bud scales
fall, but while the clusters
are still tight, the following
spray materials are suggested
for use by Dr. Pete Westigard,
entomologist, Southern Ore
gon Experiment station and
Cordy:
Five gallons superior oil,
plus either five pounds of 25
per cent Parathion or 2V4
pounds 50 per cent Diarinon
per acre could be used in air
blast sprayers. In hose rigs
this would be one gallon of
superior oil plus either one
pound 25 per cent Parathion
or one-half pound 50 per cent
Diazinon per 100 gallons.
These are suggested for use
as an emergency measure and
with practically no back
ground of information regard
ing resulting injury, Cordy
noted. They would give effec
tive insect control.
The wettable powders or
water suspensions should be
used in preference to emulsi
fiable forms in the advanced
bud stage as the emulsifiable
forms are more apt to cause
injury, he noted. Parathion
has higher mammalian toxic
ity than Diazinon but label
cautions should be observed
with both materials, especial
ly when mixed with oil as the
mixture is more potent, Cordy
noted.

authorized bids were opened
last November, and were ap
proximately 10 per cent above
the estimated cost. The city
rejected the bid and plans to
readvertse the project early
next month.
Last month the city receiv
ed a petition from two of the
property owners who had
signed the original petition,
asking their names be with
drawn. With the withdrawal
of the signatures, those re
maining would represent 20
per cent of the abutting prop
erty. Oppose Withdrawing
It was explained that the
council opposes withdrawing
signatures from petitions that
have been acted on, because
of the expense already incur
red by the city. The council
denied the request, and the
call for bids on the project
will proceed as planned.
In other action, the council
approved a report on the Val
ley Aviation Inc., lease at the
Medford municipal airport. In
a committee report, it was
agreed that the operating
lease of the firm be extended
for two years until Jan. 1,
1965, and that prior to that
date it be relocated into per
manent facilities on the air
port, providing for adequate
building and space for opera
tion. Rental rate was listed at
$600 per year and that the
city re-enter into an agree
ment with the company for
tie-down administration.
Other Council Action
Other action taken by the
council included:
Approving the sale of
property to Wendell Sessions
of a triangular area between
his used car lot and 10th st.
for $500.
Authorizing negotiations
for purchase of a small tri
angular parcel of land ap
proximately 45 by 125 feet
between the Earhart property
purchased by the city for a
park and the freeway right-of-way.
Amending the building
code to permit a rear door
on the property of 1256 South
Riverside ave. which abuts on
the Southern Pacific right-of-way.
Approving city engineer
ing department plans for wid
ening Ivy st. between Eighth
and Ninth sts. which would
permit diagonal parking on
the east side of the street.
Spaces for 36 cars would be
provided.

Rejecting a single bid for
a digester sludge mixer and
heat exchanger at the sewage
treatment plant.

ave. water main project com

Approving plans and spe
cifications for the Jackson
park diving pool.
The pool, to be 34 by 40
feet, will be west of the park's
swimming pool. It will be 13
feet deep at the drain and the
two diving boards, at 1 and 3
meters, will be according to
regulations so may be used for
official competition. It will be
equipped with underwater
lights as required by law.
The entire area will be
fenced. Little mechanical
work will be needed for the
project, since the present
plant at the park is large
enough to accommodate all of
the swimming pools there.
Also discussed were a re
quest of the state highway de
partment by the council for a
survey of the intersection of
Ninth st. and Central ave. A
petition, requesting a signal
for the intersection, was sub
mitted at the last meeting.
Two other intersecions are
being studied for traffic sig
nals in addition to the one re
quested Fifth st. and Cen
tral ave. and Sixth st. and
Riverside ave.
Estimated cost of the Ninth
st.-Central ave. traffic signal
is $3,500, of which one half
would be paid by the state.
Maintenance of the signal is
paid by the city.
Tax Agents Raid
Gambling Setups
Washington (UPD Internal
revenue service agents swoop
ed down on gambling opera
tions in 52 cities Thursday
night, arresting 131 persons
who failed to produce federal
gambling stamps.
The agents, striking simul
taneously at 149 bookmaking
and numbers parlors, seized
11 automobiles, 37 slot and
pinball machines, and confis
cated $25,000 in cash.
Raids were conducted in
cities in 19 stales - New
York, Tennessee, Massachu
setts, Rhode Island, Connecti
cut, Kansas, Missouri, Penn
sylvania, New Jersey, Mary
land, Michigan, Illinois, South
Dakota, Kentucky, Ohio
Louisiana, Texas, Utah, and
California.
An IRS spokesman said It
was part of the agency's "sys
tematic, periodic raids. The
last one came In December.

Legislative Items
Lumbermen from Jackson
and Josephine counties will
meet in Medford to discuss
legislative problems facing
the lumber industry at the
regular meeting of the South
ern Oregon Conservation and
Tree Farm association at 7:30
o'clock tonight.
Darrell E. Davis, King
Trucking, Medford, SOCTFA
president, invited members
and non-members to attend
in order to make certain that
any legislative recommenda
tions forthcoming from the
association will accurately re
flect the concensus of the
lumber industry in southern
Oregon.
The dinner meeting at the
Rogue Valley Country club
will be preceded by a social
hour at 7 p.m.
Reports by standing com
mittees, discussion of plans
for the new association office
building and details of a
membership campaign for
1063 will also be included
on the evenings agenda, Davis
said.

Phair Resigns As
Secretary-Manager
Of Elks Club Here
Richard G. (Dick) Phair,
secretary -manager of the
Medford Elks club for the
past six years, has announced
his resignation, effective
March 15. Phair plans to
leave Medford to enter busi
ness in Sparks, Nev., shortly
after March 20.
A resident of the Rogue
River valley since 1921, Phair
has been active in many civic
and social endeavors of the
community.
He was in the orchard busi
ness for 13 years prior to ac
cepting the managerial posi
tion with the Elks club.
Phair has been a member
of the Salvation Army board
of directors for eight years, a
participant in the Medford
Crusade, one of the early
members of the Rogue Valley
Country club, and the Moose
lodge.
Affiliated with Group
He has been affiliated with
the Oregon Non-Profit clubs,
an organization of clubs
banded together for purposes
of solving common problems,
and is secretary of the Med
ford Gun club.
Many years before taking
the position with the Elks
club, he was an active mem
ber of the lodge.
Mrs. Phair also has partici
pated in many civic organiza
tions and philanthropic
groups, particularly the Blood
Mobile program of the Amer
ican Red Cross, the Cancer
Society drives and the Rogue
Valley Hospital auxiliary. The
Phairs have made their home
at 424 Ardmore ave. One son,
James, in his last year at
Hoover Elementary school, is
still at home with them in
Medford. Their daughter, Kar
lyn, is in San Mateo, Calif.,
and their son, Dick Jr., is
with the United States Army
in the missile program in Ger
many.
Elections will be held by
the Medford Elks on March
21 and Phair's successor will
be chosen at that time.
Van Johnson Being
Treated for Cancer
Hollywood -flJPIl- Actor Van
Johnson was in Cedars of Le
banon Hospital this morning
for "minor surgery" for skin
cancer.
The announcement came
from Paramount Studio where
Johnson is working on a
movie. The studio described
the condition on his left thigh
as "mild," and said he worked
on the film until shortly be
fore he entered the hospital
late Thursday.
The actor's physician said
he expected Johnson to be In
the hospital for about one
week following the surgery
this morning.

GOP Budget Stand

GOP Leader Everett M. Dirk

now" or shut up about cutting
President Kennedy's record
$98.8 billion budget.
That's the line he said Re
publicans are set to follow in
both House and Senate. He
said ammunition is ready for
the first House appropriation
bills and a parade of new ad
ministration spending pro
grams moving through the
Senate.
The Illinois Republican told
newsmen that Republicans in
tend to force a roll call on
every Kennedy measure. That
they Intend to use the econ
omy issue for the 1964 presi
dential campaign was evident
in the way Dirksen contrasted
the Kennedy spending pro
posals with those of his prede
cessor, Dwight D. Eisenhower.
Dirksen said Kennedy s
budget is "$27 billion over
Ike's last budget." He noted
that fiscal 1964 defense spend
ing would be $9.75 billion
over that of fiscal 1960, that
space funds are $3.8 billion
above fiscal 1960 and non
defense spending $7.5 billion
higher.
