He said the amount is the
least that will still allow the
United States to put a man
on the moon by 1970.
Webb told a congressional
committee that the National
Aeronautics and Space Ad
ministration originally want
ed to ask Congress to appro
priate $6.6 billion for the
fiscal year starting July 1.
But he said discussions with
President Kennedy and the
Budget Bureau led to reduc
tion in the request.
Congress last year voted
about $3.7 billion for NASA
activities. Most of the extra
money requested this year
will go Into the manned space
flight program.

preme Court, by an 8-1 vote,
declared unconstitutional to
day the breach of peace con
viction of 187 Negro students
who held an anti-scgrcgatlon
demonstration on the grounds
of South Carolina's Capitol.
The court held that the con
victions violated consliuitlon
al guarantees of free speech
and assembly. The demonstra
tion took place at Columbia,
8. C, March 2. 1961.
In their anneal to the Su
preme Court, the Ncgrc stu
dents had argued the convlc

the evidence and constituted
denial of free speech.
