their viewing of educational
television (ETV) over a year's
time, while a group that did
' not receive the mailings,
showed "a distressing and
somewhat baffling decrease in
the use of KOAC-TV."
This information is con
tained in Preliminary Report
Number Five of the Educa
tional Television Project now
under way at the University
of Oregon. This is an experi
ment in increasing the audi
ence for ETV and testing the
resistances to cultural inno
vations being carried on by
the university's Institute for
Community Studies under a
grant from the U. S. office of
Education.
The current report is co
aulhoied by Marshall N. Gold
stein, director of the televi
sion study, and Dr. John R.
Shepherd, associate professor
of speech.
While ETV watching
dropped off between 1960 and
1961 when the two surveys
were taken, public evaluation
of the station paradoxically
rose. Only 37 per cent placed
a high elevation on the sta
tion in 1960, but this number
had risen to 60 per cent by
1961.
"We would like to suggest
that educational television
broadcasters may need to
make a distinction between
those who pay lip service to
ETV and those who actually
view it," the report pointed
out.

is for use of the set, the less
chance there is that the one
or two people in the family
who want to watch ETV will
have a chance, even if they
are encouraged by mailings,
the report added.
Three themes were used in
the personal letters sent to
viewers. The "good for the
family" and "helpful to per
sonal development themes
were most effective with the
better educated group. Only
the non-college group re
sponded to the theme of "time
for a change" from commer
cial TV.
"Our data would suggest
that educational broadcasters
who want to boost their audi
ence rating would be well ad
vised to send out information
about their programs along
with some understandable
reasons fnr watching," the
authors said.
