Resolution Asks
Quota on Lumber

Kennedy has been asked to
impose an immediate 6 per
cent emergency quota on all
imports of softwood lumber
to aid the ailing domestic lum
ber Industry.
Rep. Walt Horan (R-Wash.)
introduced a resolution in the
House calling on the President
to impose the quota. He urged
over 100 congressmen and
senators from lumber produc
ing areas to Join in sponsoring
the measure.
In a. floor speech, Horan
said "the Tariff Commission
has just completed its investi
gation of the importation of
softwood lumber and has
found that it is not being Im
ported into our country in
such quantities as to cause
serious injury to our domestic
lumber economy.
In the fact of this decision,
however, the American lum
ber industry is confronted
with declining employment,
gradual deterioration through
idling of its facilities and a
declining profit rate, the con
gressman said.
