A VIEW FROM A TERRACE
' Conakry, Guinea It was just after breakfast that a tall,
solemn African with a big-eyed, attractive little girl came
to the terrace of the home of U. S. Ambassador William
Atwood. He spoke politely In Trench. The tiny, slender girl,
of about five years, took us all in with her somewhat fear
ful eyes.
She had, it developed, two badly infected ears. They had
been pierced for rings, and a dirty string had been looped
through each. Infection followed. Her ears were swollen
about the lobes and pus pockets had formed behind each.
The father knew that the ambassador's wife did volunteer
work at the hospital. He had brought his young daughter.
Mrs. Atwood went to her quickly, spoke to her, and sat
her on a bench on the terrace. She then went into the house
and returned with cotton, a bottle of antiseptic wash, and
some antibiotic salve. The child sat quietly, her eyes large
with apprehension of pain, while the ambassador's wife care
fully cleaned the Infected areas, drained the pus from the
boil-like swellings, and after another gentle but thorough
antiseptic cleansing, applied the antibiotic salve. The father
was then Informed that when
were pierced, only strings which
should be used to keep them opened, and that the piercing
Instrument also should be dipped in it. He thanked her, took
the little girl's hand and walked away. The next morning
she was back. The ears were
dressing.
Two days each watk Mrt. Atwood and Mrt. Eugane
Abramt, wife of tht Embassy Davalopmtnt officer, work
at voluntttr aidtt In tha Conakry hospital. Thty help

staff are popular and raipaciad because ihty have oarnad
it. It it relatively a small group, and to mo it taams
overworked. But it it dedicated and makes intelligent,
understanding contact with tha lift of Guineant.
The ambassador has traveled over most of the country,
visiting where no automobiles have been. The roads traveled
are often mere tracks between which grasses and weeds
grow as high as the car Itself. It Is necessary to carry food
and sleeping bags along. But the hundreds of villages have
been visited and have seen the American flag flying from
the ambassador's Jeep. They are a friendly people, eager to
learn, and appreciative of respect and understanding.
The Republic of Guinea has about the area of Oregon.
It is divided into three geographic regions, ranging from
coast to mountains. The coastal region is quite hot and humid.
One of its problems is to communicate with and unite more
than 13 ethnic groups. Three of these are quite large, The
Fulalis make up about one million of the republic's three
million population. The Mnllnkes, of the northeast, number
about 600,000, and the Soussons, of constnl areas, about
325,000. French is the official language, but as of now only
about 30 per cent of the people spenk It.
Communication and education are imperative prob
lems. But here everything it a necessity. This it the more
ironic because Guinea potentially it one of the richest
countrlet In Africa. It hat one-third of tha world't known
rttervet of high grade bauxite. Many of lit mountain!
are heavy with iron ore. Along the beachei are huge
deposits of volcanic-looking ttone. Much of it ttemt to
be almost pure iron. There are large diamond depotiti
and the agricultural economy has possibilities.
But Guinea was perhaps the most neglected of the French
colonies. Certainly this was true of education, roads and
communications. The Soviet bloc has been busy, hoping to
make a satellite of Guinea because of her desperate need for
almost everything. But while Soviet aid still is being accepted
its barter aspects are hurting
to the balance of trade. Other
That of the U. S. la relatively small, but has a high degree
of sincerity and grass roots help. Here almost everything that
is done seems a drop In the bucket. But drops can fill buckets
Nowhere is U. S. aid getting
Africa-and especially in Guinea.

Under the feudal system in
England, all land was owned
by the Crown, with apeclfied
lords or tenants having the
right of pessession. Property
owners in this country own
their land outright, the states
no longer having the ultimate
title.
But even in this country,
ownership of land is not abso
lute. It Is still subject to the
right of the state or federal
government to take the prop
erty for certain essential uses,

luncheon that the district
board will meet within a few
days to name a man to carry
on Rice's duties for the re
mainder of this year. The suc
cessor will be named from
among past governors or from
among division lieutenant
governors.
This right is called eminent
domain.
Eminent domain laws re
quire that there must be a
public use and necessity for
the taking of the land, and
that the landowner be com
pensated adequately for what
is taken, and for damages re
sulting to other land not
actually occupied.
The word "taking" as ap
plied to this phase of law has
been held to include, besides
actual possession, cases where
land is damaged, as for In
stance where land is flooded
by backed up waters from a
dam, or where a highway cuts
through the middle of a farm,
making it dangerous to drive
livestock to pasture.
Under certain condi t i o n s
private corporations such as
telephone and power compa
nies or other public utilities
may exercise the right to con
demn property, provided the
conditions of public use and
necessity and adequate com
pensation are met.
