ha called for the construction
ef standby salt water con
version plants to meet
drought caused water short
ages in Southern California,
Texas, Florida and New York,
Carr told the House In
terior Committee that within
a few years it would be pos
sible to turn sea water into
fresh water for economical
use in some rapidly growing
cities.
He said the Interior Depart
ment was "optimistic" that
salt water could be turned
into fresh water economically
if conversion plants were built
in combination with steatn
electric plants.
The gap between the cost
of water from saline plants
and conventional methods for
obtaining municipal and in
dustrial water is closing rapid'
ly, Carr said.
But he warned that the
conversion of salt water for
irrigation purposes was still
"not within sight" at costs
competitive with ordinary Ir
rigation methods.
He told the committee that
Interior Secretary Stewart L.
Udall had ordered an "all
out effort" by bureaus under
his direction to seek economi
cal methods for turning sea
water into fresh water.
"It appears that It is pos
sible, particularly In the Pa
cific Southwest, with larger
size plants and with' known
processes, to produce water
for about the same cost that
it would require for transpor
tation of surface fresh water
supplies over long distances,"
he said.
The key, Carr said, prob
ably would be the cost of fuel
to operate the conversion
plant. He said It was esti
mated that with natural gas It
might be possible to produce
up to 30 million gallons a day
at a cost of $100 per acre-foot,
or 30 cents per thousand gal
lons. In San Francisco, he said
the wholesale cost of munici
pal water to communities cur
rently approaches $00 per
acre-foot in some areas.
Carr said a 25-million gal
lon plant operating in con
junction with a power plant
selling electricity for six mills
per kilowatt hour could sell
water for $35 per acre-foot.

effect the conversion plants
would have on California's
$1.75 billion Feather River
Project to carry water to the
Los Angeles area, Carr said
the Feather River Project
would be able to deliver wa
ter more cheaply.
His suggestion for construc
tion of standby water plants
should not cause a delay in
construction of projects such
as California's Oroville and
Auburn dams, Carr said.

bon monoxide came up into
the car, where it killed the
girl and almost killed the
young man.
A while ago, a neighbor of
mine, a business man, who
loved to spend an evening
tuning up the engine of his
car, was found lying on the
floor of his small garage. lie
had made the mistake of clos
ing the door and leaving the
engine running.

Could Not Respond
As I remember, Dr. Slot-
ansson, the great Arctic ex
plorer, long ago told In one
of his books how once, whon
he was in an igloo (a closed
hut made of blocks of ice), ho
suddenly realized that he was
getting drowsy and was
probably being poisoned with
carbon monoxide coming from
a poorly functioning stove.
When lie Hsked the Eskimos
with him to open the sort of
door of the igloo, they could
not respond. Stefimsson soon
realized that he no longer had
the strength to crawl out of
the hut but fortunately, lip
hud enough strength left lo
lunge backward and knock a
hole In the wall behind him.
This let in enough clean air
so that his lite was saved.
Heating equipment should
be checked for leaks, because
many a family has been kill
ed by carbon monoxide com
ing from a faulty stove, or a
faulty heating unit in the
basement.
The only way in which lo
avoid being killed by carbon
monoxide gas is lo keep re
membering how hundreds of
people die perhaps in a park
ed and closed car with the
engine running.
