California Committee Presses For Benefits on Klamath River
the California Oregon Power
company's operations on the
Klamath," Collier said. "It is
only fair the company should
pay the cost of replacing these
hatchery facilities."
After the Yreka hearing, in
formation was brought to the
attention of the committee in
dicating that water tempera
tures of the Klamath are a
much more important factor
in Klamath river fish propa
gation than the hearing testi
mony indicated, Collier said.
The committee has there
fore asked for a detailed anal
ysis of water temperatures of
the river before and after
power development began to
determine if some modifica
tion is needed to present in
stallations. The committee rcconmmed
cd that the department of fish
and game make a detailed
analysis of the possible mod
ifications to Pacific Power
and Light company Installa
tions to provide the best con
tinual flow of cool water.
Sacramento- The California
tions on the Klamath to ob
ations of water flow during
1962 were almost entirely
eliminated, except for certain
periods beyond the control of
the power company.
However, Collier pointed
out, the dam was constructed
to provide flow regulation,
and there is no positive state
ment for full regulation in the
license.
The committee, Collier ex
plained, would like an amend
ment to the license setting a
maximum of 1.750 cubic feet
per second, which would be
greater than normal releases
of the company dam.
He said the committee
will press for such an amend
ment if future flow manage
ment does not adhere to that
expected or desired by the
stale wildlife agencies.
"The Klamath river fish
eries are a major factor in
northern California econo
my," Collier said. "The fish-
i cry reproduction is far less
! than should be expected in
this system which includes
i many hundreds of miles of
that the company pay the cost
of operation and maintenance
of the fish hatchery. The Cali
fornia attorney general has
appeared before the FPC seek
ing such an arrangement. Col
lier said, and may file for a
court hearing on the subject.
The committee believes Pa
cific Power and Light should,
in fairness, pay 81 per cent of
the operation and mainten
ance cost, recognizing that
portion of the new hatchery
which will absorb the produc
tion of the state operated Fall
Creek hatchery now inun
dated by Iron Gale reservoir.
To Abate Nuisance
"The dam was constructed
to abate a nuisance created by
Senate Natural Resources In
terim committee, while satis
lied with many of the results
of the construction of Iron
Gate dam on the Klamath
river, is continuing to press
lor three specific benefits ac
cording to Sen. Randolph Col
lier. They are an FPC decision
which would require Pacific
Power and Light company to
defray 81 per cent of the cost
of operating and maintaining
the Iron Gate fish hatchery;
detailed studies by the depart
ment of fish and game of wa
ter temperatures below the
dam and an analysis of possi
ble modifications of installa
tain the best continual flow of
cool water for spawning, and
revision of the FPC Federal
Power company license to Pa
this waterway which is second
only in California to the Sacramento-San
Joaquin system.
We dare not settle for less
than optimum fish produc
tion from the river.''
Inundate Spawning Beds
The Iron Gate dam has in
undated 16 miles of former
spawning beds and the old
Fall Creek fish hatchery site,
according to Collier.
The power company has
made provision for fish trap
ping and egg collection facil
ities at the damsitc, but has
objected to state proposals
cific Power and Light impos
ing a maximum release from
the dam.
The committee at Collier's
request held a hearing in
Yrcka last Aug. 31, and con
sidered allegations of sports
men and others that the Iron
Gate dam, then under con
struction, would not provide
the full regulation of the
Klamath river which had
been sought.
The final report of the In
terim committee, recently re
leased, found that the fluctu
