Wives of Congressmen
Alarmed Over Gaslight
Bv DICK WEST
Washington IUP1) In one
of his last acts as a member
of Congress, former Rep. Vic
tor L. Anfuso
sent out let
ters to his col
leagues invit
ing t h e m to
join the local
Gaslight Club.
Congressmen,
he confi d e d,
could get
members h i p
w keys without
paying the $100 initiation fee
required of less august per
sonages. Thus the letter ap
pealed to both their egos and
their pocketbooks, which
comes close to being an un-
bSfel
beatable combination.
I am told that Anfuso, a
New York Democrat who was
dealt out of the last election
by the reshuffling of congres
sional districts, acted from
the purest of motives.
He was merely using his
good offices to accommodate
a friend who had an interest
in the Gaslight Club and felt
that its membership would be
enriched by the addition of
more congressmen.
Certain parties, however,
did not rtgard the letter a
necessarily the quintessence
of statesmanship. They in
cluded: 1. Congressmen who had
already shelled out $100 for a

Grants Pass Firm
Loses Federal Case
Grants Pass Interstate
Plywood Sales company of
Grants Pass has lost a federal
district court case that may
have far-reaching effects on
price formulas throughout the
Pacific Coast lumber industry.
Federal District Judge Wil
liam T. Sweigert of San Fran
cisco ruled in favor of Inter
state Container corporation of
Red Bluff, Calif., in an $837,
765 damage suit brought by
the Grants Pass firm.
The judge held that Inter
state Container did not breach
a 1935 contract giving Inter
state Plywood a five-year op
tion to buy up to 95 per cent
of the plywood produced by
the defendant company. The
contract also gave Interstate
Plywood an option to renew
for another five-year period.
Has Unusual History
The case has an unusual,
if not unprecedented, history.
Interstate Plywood was
awarded $395,410 last May
for loss of profits through In
terstate Container's repudia
tion of the contract in No
vember, 1960.

The San Francisco law firm
of O'Gara and McGuire en
tered the case at that point
as counsel for Interstate Con
tainer and won a new trial
only as to the amount of dam
ages. Attorney James 0Gara Jr.
noted, however, that the case
finally turned on Judge Swei
gert's interpretation of the en
tire contract.
Average of Prices
The contract price for ply
wood, the judge ruled, was to
be the average of the market
prices published by five speci
fied mills.
But soon after the contract
was signed, as he observed,
all five mills were either out
of business or were not pub
lishing prices. It thus became
impossible to set prices ac
cording to the contract for
mula. Judge Sweigert wrote:
"The contractual five -mill
formula for determining mar
ket price became so unwork
able that resort to it and in
sistence upon it at any time
by either party would have
in effect left them without
any contract at all . . .
Stand Open Contract
"Defendant had a right to
stand upon the contract as
written and to assert non-en-forceability
because of fail
ure of the definitive five-mill
formula."
Accordingly, the previous
award of damages to Inter
state Plywood was set aside
and judgment was ordered for
Interstate Container.
W. D. Schwab, president of
the latter company, predicted
that many firms in the lum
ber industry will re-examine
their contractual arrange
ments on the basis of the decision.

who had seen pictures of
scantily clad girls frolicking
about the premises.
3. Taxpayers who got the
impression that Anfuso had
mailed the letters under his
congressional frank, or free
postage privilege.
I heard about all of this
from a Gaslight emissary who
came down from New York
recently to endeavor to soothe
any ruffled feelings and calm
the troubled waters.
He had answers from all
three types of complaints, but
I was only interested in No. 2.
"Our members take per
sonal pride in the fact that
there is no bawdy atmosphere
in the clubs, and that the
girls who serve drinks are
beautiful and personable and
their demeanor is beyond re
proach," the Gaslighter said.
So saying, he invited me
to visit the club, which also
has branches in New York,
Chicago and Paris, to ob
serve their behavior at
close range.
"Observe," he said when
we were seated at a table,
"that the costumes provide
more covering man many
bathing suits."
"They certainly do, I ob
served. "Yes, indeed."
"Some key clubs emphasuc
sex, he continued, "but here
we are trying to recreate an
era."
"They certainly do," I
agreed. "Yes, indeed."
"Any member who tries to
pinch one of these girls or
make a date is drummed out
of the club,' he added.
"They certainly do," I said.
Yes, indeed."
On the basis of my observa
tion, I have no hesitancy in
saying that the wives of con
gressmen were unduly alarm
ed by Anfuso's letter. Yes, indeed.

Value of Aerial
Pholos Reviewed
At Local Meeting
Present day high land and
timber values and increasing
labor costs make it more ad
vantageous for timber compa
nies to use aerial photos, H. G.
Chickering Jr., told the Siski
you chapter of the Society of
American Foresters when he
addressed the group's meeting
recently here.
Chickering is a member of
the firm of Consulting Photo
grammetrics, Inc., of Eugene.
Aerial photography is a
tool of management, a means
to an end, Chickering said.
The various types of maps
made are the final result with
the aerial photos just a by
product. In timber inventory work,
Chickering explained the pro
cess, the aerial puuios ate
used to make the map first.
Timber is then typed and fi
nally the section lines and
corners are located. The
aerial photo type map places
the timber volume on
the ground. The location of
the section lines then places
it within a particular 40 acres.
Failure to use the aerial
photos and expecting them to
cure all problems were listed
by Chickering as abuses.
Great advances have been
made in aerial photography
during the past 10 years,
Chickering said, referring to
newer and better airplane de
sign, the reduction of film
thickness with corresponding
increases of film speeds, re
duction of plane vibration and
better cameras.
These advances, the speak
er said, are making the cost of
aerial projects less expensive
each year. The costs of aerial
projects are recovered by sav
ings through their use on the
first project, he said and sub
sequent uses are free.

HOW TO SAVE ON TAXES IV
State Sales Tax Deductions
A valuable aid which you can get from the Internal
Revenue Service to help you fill out your 1962 income tax
return is an official guide to estimating your deduction for
the state sales taxes you paid last year.
The IRS admits that it is virtually impossible for you to
remember all taxable purchases your family made during
the year. It therefore has prepared an official table which
you can use to help pick out a reasonable deduction figure
which will ordinarily not be challened by the tax agents.
You can get these official tables at your local district
director's office. They divide taxpayers into groups by income
brackets and number of dependents, and for each group, the
tables list a reasonable sales tax deduction. Simply find the
group in which you belong, and there will be your sales
tax deduction. But note:
You can take a state gasoline tax deduction in addition
to the sales tax deduction the official table gives you.
If you bought some big-ticket items in 1962-say, an auto-mobile-you
may be entitled to a bigger sales tax deduction
than the table lists. If you claim a bigger deduction, though,
be prepared to back it up by sales slips or bills.
Below is a combined sales tax chart taken from lh
individual tables for each state which has a state sales
tax. It shows the acceptable sales tax deduction for a
family of four in four different income brackets, but
keep in mind that certain states provide for adjustments
for local taxes which may raise or lower the figures in
the chart.
If adjusted gross income (line 9, page 1, lorm 1040) is:
$7,500-8,000 $10,000-11.000 $15,000-16.000 $19,000-20,000
