income taxes 20 per cent in
order to bring a 10 per cent
reduction in local property
taxes in ready for introduc
tion in the Oregon legislature.
The bill provides for distri
bution of the money thus rais
ed to counties on the basis
of the relation each county's
assessed valuation, before
state equalization, bears to the
state's total assessed valuation.

county, state and federal police agencies in
both Oregon and California, and other
friends attended the event. Captain Morgan
is a charter member of the Oregon stale
police which was organized in 1931. Hol
comb was sergeant in charge of the Rose
burg office while Morgan was assistant
district commander of district three with
headquarters here. Captain Morgan served
as district commander since August, 1958.

limb with a
forecast of my
own. I pre
dicted that it
West was going to
be difficult to learn to recog
nize all of the newly elected
senators and representatives
who were then arriving to
claim their seats.
I based this daring proph
ecy on the fact that the photo
graphs submitted by members
of Congress for publication in
the pocket congressional di
rectory frequently are mis
leading. The photographs might
show luxurious tresses cas
cading from pates that actual
ly had since become bereft of
foliage. Or they might gloss
over such distinguishing fea
tures as dewlaps, crow's feci.
bifocals, porcelain dentures
and other marks of maturity.
It turned out that my pre
diction was more accurate
than I had anticipated.
This year we had 68 new
House members and 12 new
senators. To the average
newsman who covers the
Capitol, only about six
were familiar figures, give
or take Ted Kennedy.
During the opening exer
cises and at subsequent meet
ings, a number of my col
leagues in the press galleries
kept copies of the pocket di
rectory at hand to aid in
identifying the newcomers.
Suppose, for e x a m p 1 e,
thai you were trying to
identify a representative
with a rather prominent
proboscis. Rather than hav
ing to thumb through the
directory to find his like
ness, you would turn to the
index and locate "Roman
noses."
There you would find listed
all of the congressmen who
are blessed with this patrician
feature. There might be a
hundred or so, but only a few
would be first-termers, which
would narrow the search.
Then you would look in the
index under "far ears," and
that would narrow it still
further. Then you would go
on through the listings for
"double chins," "thin lips,"
"heavy beards," "receding
hair lines," "shifty eyes" and
so forth.
This way, by the process of
elimination, you would final
ly find your man. He would
be the congressman whose
handsome portrait you had
missed in the photographic
section.

Let's put it this way:
When our early ancestors
living out in the wilderness
thought they were likely to
be attacked by the savages,
they laid in extra supplies of
powder and lead in order to
have plenty of ammunition
on hand if and when the
shooting started.
That s the theory of govern
ment stockpiling. In principle,
it's wise just as wise as
were our ancestors when they

ed.
