maneuvers to organize a
French-led European bloc
stirred demonstrations in
West Germany, brought a
protest from Moscow and
provoked official huddles
throughout Western Europe
today.
While European capitals
still boiled with reaction, the
parliament members of the
six-nation European Common
Market met for a stormy de
bale in Strasbourg, France,
following tha French veto of
Britain's bid to enter the
Market.
In Munich, hundreds ol
West German students dem
onstrated to protest the
French action and express
their sympathy with Britain.
Students in the capital of
Bonn called a similar demon
stration outside the French
Embassy with police permis
sion. The Soviet Communist
party newspaper Pravda,
which had previously assailed
British Prime Minister Har
old Macmillan, turned on De
Gaulle today because of his
increased flirtation with Gen.
Francisco Franco's Spain.
Would Increase Toniion
Pravda charged De Gaulle
intended to create a Paris-Bonn-Madrid
axis that would
only heighten international
tension.
The paper's broadside came
after Gen. Charles Ailleret,
chief of the French defense
staff, flew to Madrid for talks
with Spanish officials after
similar visits by other French
emissaries.
Pravda alleged that the
French officials sought to es
tablish a political, military
and economic alliance with
Franco.
In Bonn, West German
Chancellor Konrad Adenauer,
in a government policy re
port, said his government
hopes Britain will become a
member of the European
Common Market. His report
apparently was written be
fore the collapse of Britain's
negotiations to enter the mar
ket. Adenauer said unity was
and must remain the highest
principle for European insti
tutions. "The entry of England into
the market has especial im
portance," lie said.
In London, Macmillan, who
Sunday night termed the
French blackball of Britain's
market entry as "folly as well
as ingratitude," briefed his
cabinet today on his unity
talks with Italy.
In Paris, the afternoon
newspaper Paris - Presse,
charged the British were un
leashing "psychological war
fare" against De Gaulle.
Throughout Western Eur
ope, diplomats and statemen
began reweaving allied strat
egy under the pressure of
virtual French rebellion
against U. S. leadership.
In Bonn, U. S. Ambassador
Walter C. Dowling sounded
out Adenauer on how West
Germany, as a key member of
the Common Market six, in
tends to maintain Britain's

eral party, was an apparent
easy winner today in national
presidential elections marred
by police clashes with anti
government demonstrators.
Schick, who ran on an anti
Castro ticket, claimed victory
almost immediately after the
polls closed Sunday night. Op

ed at 9 p.m., although returns
were known from only three
of the country's 1,386 pre

Three Persons
Hurt in Accidents
Three Medford residents
were injured in a two-cr col
lision about 10:50 a.m. Sun
day on Tenth st. about 268
feet west of Portland ave.,
according to city police.
Taken to Rogue Valley hos
pital for treatment were
Michael Jon Prock, 16, of
1750 Roberts rd., and Walter
Caster, 44, and his wife, Doris
Syble Caster, 38, of 433 Lynn
wood ave.
Hospital spokesmen said
Mrs. Caster was to undergo
surgery today for two broken
kneecaps. Prock was describ
ed as in good condition, and
Caster was treated as an out
patient. Officers cited Prock for
violation of the basic rule.
Three occupants of oi.e car
were slightly injured in a
two-car crash about 3:10 p.m.
at East Main st. and ' xstwood
ave., police reported.
Hurt were Thomas Lowell
Boyd, 25, his wife, Lois Grace
Boyd, and the couple's 13-months-old
son, Todd An
thony Boyd. The youngster
was treated as an out-patient
at Sacred Heart hospital. His
parents did not require hos
pitalization. Driver of the other car in
volved was Harold Whitney

Delegates From 87 UN Countries
Discuss Underdeveloped Lands
Geneva - (UPI) - Delegates
from 87 United Nations coun
tries opened a 16-day meeting
today on ways of increasing
and streamlining aid to un
derdeveloped nations.
The meeting, billed as the
largest of its kind ever held,
began in the hall of the UN's
European headquarters here.
More than 2,000 delegates
were on hand for the opening
plenary session.
UN Secretary General
Thant, scheduled to open the
conference, cabled his regrets
that illness had forced him to
postpone his trip. But in an
opening address read for him
by Phillipe de Seynes, UN
undersecretary for economic
and social affairs, he called
for "a spirit of humility" in
the work of the conference.
"We suspect that science
and its applications may be
the major instrument of
change in the contemporary
world," Thant said. "We
know at least that it is one
of the principal agents of
modern history. Yet we have
not given sufficient thought
to the relationship between
science and society."
President Kennedy, is a
message to the conference
read by U. S. delegation head
Dr. Walsh McDermott, said
the United States had come
to Geneva "to learn, to share
experiences and to probe
jointly with the other delega
tions the great opportunity
which we all share to seize
on the technological achieve
ments of the industrialized
world and reshape them for
the benefit of the newly de
veloping nations."
A message from Soviet Pre
mier Nikita Khrushchev said
"I hope that this conference
will mark an important event
in the historic process of pool
ing all efforts of mankind to
speed up the economic and
social progress of nations
which have liberated them'
selves from imperialist oppression."
Khrushchev said "the final opment of mankind
liquidation of colonialism, the
ending of the 'cold war,' gen
eral and complete disarma
ment and the strengthening of
peace among nations will be
a gigantic boost to the devel-
The conference does not get
down to detailed discussion of
the 12 major topics of discus
sion until Tuesday when it
breaks up into smaller study
groups.

appointed Israel's attorney general Sunday to succeed Gideon
Hausner.
Hausner prosecuted ex-Nazi Adolf Eichmann who was
executed for the wartime murder of Jews, Hausner resigned
because of a jurisdictional dispute with Justice Minister

DYNAMITE DAMAGES POWER PYLONS IN ITALY
Bolzano, Italy-WPII-Two power pylons were damaged by
dynamite explosions in the Lake Caldaro area Sunday, ac
cording to police.
They also said they found at Caslelvecchi unexploded
charges and pamphlets calling for self-determination for the
residents of South Tyrol (Alto Adige), The pamphlets were
singed "South Tyrolean Freedom Fighters," police said.
Brown Cuts Request
For Corrections,
Youth Authority

mund G. Brown today asked
the legislature for just over
$100 million during fiscal
1963-64 for the State Depart
ment o f Corrections and
Youth Authority.
Due to a big reduction In
capital outlay in the correc
tions department, the request
was some $10.5 million below
last year's.
The governor requested a
shade under $61 milion to op
erate the Department of Cor
rections - an Increase of $5.1
million from the current fis
cal year - and $25.5 million to
operate the Youth Authority,
up $1.3 million.
The anticipated increase in
youth authority expenditures
of 5.2 per cent contrasted will)
an expected rise in the num
ber of inmates of only 1.9 per
cent. Youth authority institu
tions will house 4,824 juvenile
delinquents next fiscal year.
