In City Caused by
Slippery Roads
Slick pavements caused by

noon, were blamed for three
vehicle accidents in Mcdford
according to city police. No
injuries were reported, how
ever, in any of the mishaps.
Four cars were damaged
about 0:38 p.m. in an acci
dent in front of 803 West
Jackson si. James Stanley
Drysdale, 16, of 23 North Or
ange St., told officers his car
began to slide when he ap
plied the brakes. He sidc
swiped a parked vehicle reg

knocking it into another
parked car registered to
Larry Lee Kerr. 050 Park st.
Drysdale told officers he
stopped his car and got out
to check the damage, at which
time his car was struck by a
vehicle operated by David
Quenlin Jordan, 18, Jackson
ville, which was unable to
stop in time because of the
slick pavement. Olficcrs said
no citations were issued.
William Sanford Ulirinc,
20, of 00 Summit St., was cited
for violation of basic rule
after the car he was driving
struck a parked car registered
to Bob Ownby, 1141 West
highth si., about 5:44 p.m. at
Eighth and Hamilton sts.
Vehicles operated by Glena
Lee Rasniussen, 23, of Jack
sonville, and Lcland Glen
Wimbeily, , of 30 South
Barncburg id., collided about
5:10 p.m. at Cottage st. near
Taylor st.
Jay C. Skaggs, 4(i, of lllllfi
Morrow rd was arrested on
a drunk in public charge and
lodged ill city jail alter the
car he was driving wcnl oil
the road about 0:50 p.m. on
Iliddle rd. north of McAn-
drews rd. Skaggs was also
cited for violation of basic
rule. He was not injured, ol

American Florists.
For example, flowers may
be placed on a rectangular
table this way: at one or both

civil defense budget would

defense in the past.

when civil defense failed to
warn Oregon after the Oct.
12 storm hit the southwest
corner?
'No Answer'
"I have no answer for that
. . . we are embarrassed every
day by it." Sandslrorn replied.
Sandstrom said his agency's
main program at present is
locating shelters in buildings
in Oregon, marking them,
stocking them with federal
supplies, and training men to
operate them in emergencies.

same time, he conceded that
with sufficient notice Port
land residents probably would
be dispersed to other areas.
He also said some building
operators refuse to allow stor
age of supplies in potential
shelter areas. lie said he did

stocked yet. Sandstrom said,
but a federal shipment is stor
ed in Trouldale for distribu
tion. "Our job is to draw up the
plans to save 1,800,000 lives,"
Sandstrom said.
The legislators were uncon

thusiastic about all this," said
Sen. L. W. Newbry (R-Ash-land).
"I'm wondering if we

Musa predicted a "great
scream" from sportsmen and

make sense."
Hatfield Monday submitted
a special message which call
ed for a new natural resour
ces department to combine
the activities of 20 state agen
cies. Barton pointed to the dis
harmony between the fish
and the game commission, and
decried the "complete and ut
ter frustration to legislators
when you listen to these two
groups."

Curbs Deal With
Overseas Junkets
Washington-lUPI)- For some
junketing congressmen, pro
posed new travel curbs may
mean bye-bye to Paris, Rome
and Hong Kong. But Capitol
loophole-hunters said today
the rest of the world's loss
could prove to be Hawaii's
gain.
They speculated that Puerto
Rico, Florida, the Southwest
and possibly other sun-favored
spots within the United
States also may be seeing wid
er congressional trade if the
House approves a recommen
ded crackdown on less-than-urgent
travel abroad at ex
pense of the taxpayer.
In recommending the trav
el curbs Monday, the House
Rules committee dealt only
with overseas travel. Some of
the more junket-minded law
makers were quick to note
this did nothing to throw a
damper on official tours in
this country.
This and other loopholes
quickly spotted in the pro
posed new curbs pointed up
a fact of congressional life
on which Howard W. Smith
(D-Va.) already had comment
ed. "f don't know if we ever
will be able to stop all the
abuses," Smith told the com
mittee. At his suggestion, however,
the committee elected to try.
It voted to bar use of so-called
counterpart funds for foreign
currencies held to the credit
of the United States by mem
bers of committees which
have been refused House per
mission to travel abroad.
It also recommended light
new restrictions on expense
accounts of those whose for
eign travel is authorized by
the House as essential to the
taxpayers' interest.
Because of the technicali
ties involved it immediately
became apparent that not ev
ery House committee would
be hit by the new travel curb.
Among those that wouldn't,
the cynical noted, is Rules.
But Rules members with few
exceptions have had to stay
home anyway, mostly because
Chairman Smith would not
approve any travel.
Also left footloose and fan
cy free by the proposed ban
was the Senate. Rep. Ray J.
Madden (D-Ind.), a Rules com
mittee member, said that Sen
ators, from what he reads in
the papers, seem to take off
any time for any part of the
world, possibly just for a
week end.

Be Disintegrating

in the National Gallery will
disintegrate beyond repair
unless prompt scientific steps
are taken to preserve it ac
cording to the Daily Express.
The 403-ycar-nld charcoal
drawing was paid for in part
by SI 12 million contributed
by (he public. The National
Gallery bought the work last
year from the Royal Acad
emy. No National Gallery offic
ials were available for com
ment on the condition of the
drawing.
Experts To Meet
The Daily press said a
seven-man delegation of in
ternational experts will meet
wilh National Gallery Direc
tor Sir Philip Ilendy next
month to decide what to do
about the drawing.
The Express quoted Ilendy
as saying the drawing "is
fixed on five or eight layers
of paper stuck on to canvas
200 ears old and the paste
has become pretty rotten by
now.''
