County Horsemen I
Form Association
At Meeting Here
The Jackson County Horse,
man's association was formal'
ly organized last night at
meeting in the county court
bouse auditorium attended by
85 countyresidents engaged
In various aspects of horse
manship.
The association was or
eanized to give horse ranch'
ers and owners a collective
voice in the county.
As one of its first projects,
the organization plans to
work toward obtaining fa
cllities for horses at the coun
ty fairgrounds.
Elected president of the
new group was Larry Perry
of the Lake Creek area. Serv
ing with him will be John
Belknap, vice president; Ma
bel Belknap, secretary: Mari
lyn Hamlin, treasurer, and
Slim Hardin, Delbert Terry
and Joe Burrows, members of
the board of directors.
The four officers will serve
for one year. Hardin was
elected to a three-year direc
tor's term, Terry for two
years and Burrows for one.
To Maat Monthly
The organization voted to
meet monthly on the second
Wednesday at 7:30 p.m. Place
of meetings will be deter
mined at a later date, as will
the amount of membership
dues.
Dick Wagner, executive
secretary of the Oregon
Horsemen's association, ad
dressed the group, offering
suggestions on how to or
ganize. He recommended that
the association be incorpor
ated to protect Individual
members.
Wagner also explained how
the horsemen's association In
his home county, Clackamas,
went about getting better fa
cilities for horse events. He
said the group met with the
county court and worked out
an arrangement under which
a few facilities are being
built each year.
To Draw Up Latter
The officers of the Jackson
county association plan to
draw up a letter to the coun
ty court here requesting con
' sideratton of constructing fa
cilities either at the present
fairgrounds or in conjunction
with new fairgrounds if the
court decides to move them
to a new location.
Perry read a report by a
committee which toured horse
facilities in Josephine, Doug
las and Sisikiyou counties.
The committee recommended
that eventually such facilities
as a race track, rodeo arena,
pony oval, 0,000 seat grand
stand, Indoor pavlllion and
horse barns be constructed in
Jackson county.
Total cost of all these fa
cilities might come to about
$230,000, Perry estimated.
Orangizalion leaders empha
sized, however, that such a
program could be spread over
a number of years.

Salem -(UPD- A lobbyists'
registration bill that created
a fuss two years ago but got
nowhere reappeared today in
the Oregon legislature.
It was Introduced in the
Senate by Sen. Edward Fade
ley (D-Euaene), who sponsor
ed the bill in the House when
he was a representative In
1961.
It would require paid lob
byists to register with the pre
siding officer of each house.
The lobbyist would be requir
ed to list his name, who he
Is working for, and what bills
or areas of legislation he Is
trying to affect. .
He also would be required
to report his expenses during
the session. Failure to comply
would be a misdpmcanor.
Non-paid lobbyists, persons
Invited before committees,
public employees and purely
legal advisors would be exempt.
