topic. A new
session of Con-

ed so it should
not be long before you have
a lot to write your congress
man about.
Not all oil companies are
In a position to offer advice
on congressional correspon
dence. Several years ago, you
may recall, one company
wrote a letter that was cred
ited with killing a natural
gas bill favored by the indus
try. I think we may assume,
however, that Humble is
fully qualified in this field.
It divides its suggestions in
to "do's" and "don'ts," and
I would imagine it has had
quite a bit of experience
composing letters of the
"don't" variety.
"Don't repeal the depletion
allowance" has been the
theme of many an oil com
pany message to Congress.
As befits a company bear
ing its name, Humble advises
against taking a pretentious
approach in corresponding
with a congressman.
"Don't pretend to represent
more political influence than
you have," it says.
I interpret this to mean that
you shouldn't threaten a con
gressman with defeat in the
next election unless you are
eligible to vole.
Humble also recommends
thai you "communicate
with your senator or repre
sentative on issues while
there is still time for him
to take effective action."
In other words, don't
wait until after Congress
has adjourned.
Humble feels that a
"thoughtful" letter from an
individual constituent is
more "meaningful" than a
sheaf of identical telegrams
or postcards" sent by press
ure groups.
I believe this is true, par
ticularly if the individual
constituent encloses a cam
paign contribution, which is
the most meaningful form of
thoughtfulness there is. .
Anyone who wants to be
come a pen pal with his con
gressman should benefit from
Humble's suggestions, but it
seems to me the company
omitted the most important
thing of all. It is: stamp. A congressman s

Liquor Prices Up
Effective Feb. 1
Portland -flJPD- The Oregon
Liquor Control Commission
announced Wednesday that
hard liquor will cost an addi
tional 15 cents a fifth and
10 cents a pint effective
Feb. 1.
The announcement was
made at a commission meet
ing. The increase, which will
not affect wines, is expected to
add $3 million to the state's
general fund during the 1963
65 biennium.
Ted Turner of Portland, a
representative of the Oregon
Non-Profit Organizations, ap
peared at the meeting 'to pro
test the action. He said the
commission arbitrarily was
raising liquor prices without
legislative action.

The American Cancer So
ciety held its National Cru
sade meeting for the western
11 states in Portland recently
at which time it was an
nounced that radio and tele
vision star Ralph Edwards has
accepted chairmanship of the
1963 National Crusade.
In the volunteer position, he
will lead the Society's educa
tional and fund-raising Cru
sade next April, which con
sists of more than 2,000,000
volunteers who distri b u t e
literature on cancer's seven
danger signals to every home
and business in the United
States.
"This year about 815,000
Americans will be under
medical care for cancer," Ed
wards said. "Due to early
diagnosis and prompt treat
ment about 177,000 of this
number will be saved and it
is the goal of the volunteers
to advance this number to one
out of two instead of the pres
ent one out of three."
The Oregon Division 1063
Crusade chairman will be Dr.
Orval Eaton, Medford, and
Howard Pierce, Ashland, will
be Jackson county chairman.
Pierce will be assisted by
the following volunteers who
attended the two-day meeting:
Robert Ford, Medford, chair
man; Darrell Price, business
and offices chairman, Mrs. B.
L. Wood, Medford. residential
chairman; Kenneth Wright,
county treasurer and special
events; Mrs. Richard Saul,
area chairman; Mrs. Howard
Pieree, Ashland residential
chairman: Dr. Earl Lawson,
district IV medical director;
Mrs. Lawson. co-educational
chairman; Dr. Robert Turner,
Ashland, county unit presi

Scholarship Noted
For HS Graduates
Eugene A $300 scholar
ship is being made available
by the Republic Carloading
and Distributing company,
New York, to a 1963 high
school graduate who plans to
major in transportation at the
University of Oregon.
The scholarship will be
awarded a student entering
the university fall term, 1963,
and is renewable for three
additional years for a total of
$1,200.
High school students wish
ing to apply for the scholar
ship should write Professor
Roy J. Sampson, school of
business administration at the
University of Oregon, for ap
plication forms and additional
information. Completed appli
cations should be submitted
not later,than Feb. 20.
Prisoner Ransom
Airlifted To Cuba

States flew $300,000 worth of
Cuban prisoner ransom sup
plies to Fidpl Castro Wednes
day, the first since 1,113 Bay
of Pigs prisoners arrived here
at Christmastime.

medical and other supplies,
and returned to Miami empty.
