Ncwburgh Welfare Program Results in Few Actual Changes

The welfare "crackdown"
In this city that atirred na
tional Interest a year and a
half ago hu resulted in few
actual changes.
In the summer of 1981 City
Manager Joseph MCD. Mitch
ell dropped a bombshell when
. he proposed a 13-point "get
tough" code aimed at remov
ing so-called chislcrs from
the welfare rolls. His pro
gram brought on a storm of
attack. From others it drew
praise. Arizona Sen. Barry
Goldwater called it "refresh
ing." Today, the program ap
pears a dead issue. The state
found most of the code con
trary to law before 11 could
be put into force.
Mitchell made headlines
again last month when he
was arrested on bribery
charges in a zoning case. He
has since been indicted by a
New York county grand jury
and awaits trial.
City officials report 'that
the welfare situation re
mains pretty much the same
now as before the crackdown
controversy.
Mitchell appointed the
present City Welfare Com
missioner, Peter Z. Pelrillo
Jr., when Petrillo's prede
cessor, John J. O'Donnell re
signed in protest shortly be
fore the crackdown code was
to take effect.
Pctrilo, asked what impact
Mitchell had had, said, "none
of the 13 points were permit
ted to be put ito effect. Wei
fare department operations,
therefore, are about the same
as they were two years ago."
Recently it was reported
there were approximately
550 cases on the city rolls.
Ncwburgh has a population
of 30,000.
Mayor William Ryan, who
broke with Mitchell over the
controversial code, says
"there has been no appreci
able change in the number
of welfare cases during the
past two years and money
costs to the city for the wel
fare program remain about
the same."
Ryan said a new investiga
tor's post in the department
has been created after Mitch
ell took over as city manager.
The mayor says that since the
post was created there have
been charges that some wel
fare aplicants and recipients
have been "harassed."
Although his plan was
struck down Mitchell con
tended that it served its pur
pose, primarily as a psycho
logical device that prodded
various welfare departments
into taking a second look at
their own programs.
Mitchell's code Included
these points:
The use of vouchers in
lieu of cash for rent, food
and clothing.
- Able-bodied men on re
lief capable of working must
work 40 hours a week for the
building maintenance de
partment.' - Physically capable wel
fare recipients be denied fur
ther aid if the refused work
offered.
- Unwed mothers who have
additional children out of
wedlock to be denied further
relief.
- Applicants who left a Job
voluntarily to be denied any
relief.
- All applicants new to the
city to show evidence that

Board of Social Welfare is
sued a report on the plan and
said some of the 13 points
were inhuman and indecent,
most were illegal, and others
were unnecessary.
Although the code died,
Mitchell toured the country
filling several speaking en
gagements. Mitchell, 40, became city
manager in October, 1960
after filling administrative
posts in Culver City, Calif.,
and Marple Township, Fa. He
voluntarily suspended him
self last month after being
indicted of accepting a
bribe to permit a zoning vari
ance. Kenneth D. Jones is
currently acting City Manager.

family and friends for clues
to her real attitudes. So far
he seems entrapped by out
ward "symbols," her hair and
