He Is most likely to leave
before, during, or after his
junior year. Although he may
have average or even arjove
average intelligence, he dis
plays less academic ability
than other students and is
usually failing or almost fail
ing in his school work.
According to school offic
ials, he most often leaves
school because of lack of in
terest or motivation, ineffec
tual home conditions frequent
ly involving parents who are
unimpressed or contemptuous
of formal education, persistent
truancy, or severe reading
difficulty.
The report of the "drop
out" research project appears
in the January Bulletin of the
Oregon School Study Council,
published by the University
of Oregon school of education.
Conducting the study were
Thomas Higby, executive sec
retary of the Oregon School
Boards association, headquar
tered at the university, and
former graduate students El
liott Becken, now assistant
superintendent in the Mcdford
public school system, ana
George Timmons, now at the
Portland Center of the Gen
eral Extension Division.
Despite the fact that Ore
gon has a drop-out rate of 26.8
per cent, representing the per
centage of students who enter
the ninth grade but fail to
graduate, compared with a na
tional average of 33.2 per
cent, drop outs remain "a ma
jor educational problem" in
the state, the researchers
wrote.
With unskilled jobs reduced
by half during the past decade
and an increasing demand for
highly trained personnel, "the
high school diploma . . . has
emerged as the absolute mini
mum educational achieve-
nient," the report stales.
The study showed "that the
larger the school the lower
the drop-out rate." Of the 110
Oregon high schools surveyed
no school which enrolled
more than 600 students fell
in the high or very high drop
out categories in which from
40 to 60 per cent or more of
the students fall to graduate.
However, 17 smaller schools
came within these high drop
out categories, with the high
est percentages in those
schools enrolling less than 100
students. The majority of Ore
gon schools came within the
medium drop-out range of 20
to 311 per cent.
Since these findings do not
agree with national surveys
which have shown no relation
ship between drop-out rate
and size of school, the re
searchers warn that the fig
ures appear to have local, but
not general, significance.
The study also revealed
that lower drop-out rates arc
associated with schools which
have more extensive peripher
al and non-academic programs
and services to the students.
The most extensive non-aca-1
dcmlc programs are found in
the larger high schools, and
this, coupled with the greater
number of guidance and coun
seling personnel available,
may help account for the
lower drop-out rates in these
schools, the report said.
Although most drop outs
are failing in school, the study
showed, "a high percentage
of drop-outs have C averages
and could complete their high
school educations successfully."
More than 50 per cent of
the drop-outs have average
IQs of 00 to 110, indicating
that they are capable of high
school work, and about 10 per
cent have above-average IQs
of 1 10 or more.
