after being picked as
West Germany's next defense
minister, Kai-Uwe von Hassel
joined some friends in Kiel
for a single glass of white
Rhine wine and a lot of talk.
"When the country needs
you, you got to go," said one
friend jokingly.
"That's right," replied Has
sel, not sensing the humor.
"When the Fatherland calls,
personal aspirations become
secondary."
Close friends say the re
mark sums up Hassel's career
- strict devotion to his coun
try coupled with a sense of
being a man chosen to play an
important role.
This Is a quality he shares
with the man he is succeeding,
Franz Josef Strauss. But there
the likeness ends. The Ba
varian, beer-drinking Strauss
roars like a bull, ranges in
speech-making emotion from
belly laughter to biting sar
casm. Strauss can ba and often
has been tactless - and this
helped bring him down.
Smooth Manner
Hassel, clearly the product
of a north German back
ground, Is a smoothie where
Strauss might be called a
toughie. He has served since
1934 as Prime Minister of the
State of Schleswig-Holstein,
that cold, wind-swept north
ern neck of Germany that
leads to Denmark. Its people
tend to be as stiff upper lipped
as the British, and deeply in
grained with the sternness of
their Evangelical Lutheran
church. This is not the Ger
many of carefree beer festi
vals and lederhosen (leather
shorts). Hassel's Is a land of
hard work and few words.
Hassel is a rara man In
Western politics who speaks
Swahlll. He was born April
21, 1913, at Gare, Tanganyika,
a pre-World War I German
colony. Educated In Schles
wig Holstein, where the
names Kal and Uwe are not
uncommon, he returned to
East Africa In 1935 where his
father had been a pioneer,
big gama hunter, and captain
in the Kaiser's territorial
army. Hassel went to work as
an assistant coffee plantation
manager and was running
miopias commercial planta
tion department when World
War II began.
Returning to Germany, the
future defense minister served
as an army signal corps lieu
tenant and was captured by
the British in Italy at war's
end. Upon release he went
back to Schleswig-Holstein to
work as a clerk In an office
that handled the refugees
from Soviet - occupied Ger
many. Ha look an interest in

To Receive Award
For Industry Work

been named winner of the
nation's highest award from
the pulp and paper Industry.
He will receive the Gold
Medal award from the Techni
cal Association of the Pulp
and Paper Industry in Febru

meeting of TAPPI In New
York.
Clark has been granted
about 45 U.S. patents lor In
ventions which range from
a tiny food spoilage Indicator
lo a 3,000-ton particle board
press. He Is especially recog
nized for his research Into the
fundamental properties of pa
per and pulp, and is chairman
of TAPPI's standards com
mittee.
A Visiting Professor
Clark has been visiting pro
fessor in the OSU department
of chemistry for the past two
years.
He started his career in
1923 s apprentice engineer
for a paper mill In London
England. He became first sec
retary of the paper testing
committee of the British Pa-
permakers association In 1928.
, In 1930. Clark became an
engineer for Mead Corpora
tion of Ohio and later engin
eering and technical manager
for Scott Paper company, Pa.
During World War II, he de
veloped liners for food ship
ping cases, and wrote or re
vised the packaging and pack
ing sections of almost all the
U.S. Army specifications for
foods and rations.
In 1947, ha was honored
by the Chicago section of the
American Chemical Society as
one of the "ten best" In the
field of cellulose. .
More Is spent by music lov

the Christian Democratic
Union (CDU) Konrad Adenau-
er was forming. And the CDU
was looking for bright young
men.
Fast-Rising Politician
Then 33, Hassel caught the
eye of party leaders and they
groomed him for politics. In
1947 he was elected mayor of
his town, Gluecksburg. By
1951 he was a member of the
state legislature and deputy
party chairman. He developed
talents as an administrator.
and became noted for his
macnine-like mind - a cold
earnestness that made mole
hills of mountainous desk
work.
Hassel spends little time
talking about the broad as
pects of grand strategy, "but
he makes darn sure no battle
is lost for want of t, nail,"
a colleague said.
A senior armed force officer
who knows Hassel said, "the
trouble Is you can never tell
what this man really thinks. I
have seen him addressing a
housewives' meeting at Neu
muenster (a town halfway be
tween Hamburg and Kiel). He
was brilliant. The women
were crazy about that good
looking, six foot tall man who
spoke with such earnestness
and sympathy about their
problem.
'That same night I saw
Hassel addressing officers at
the Armed Force Staff col
lege at Hamburg. He was
speaking to West Germany's
military brains. And again the
man was brilliant. The offi
cers did something they rare
ly do. They applauded wildly.
Sometimes I think Hassel is
awfully slick."
Returns To Capital
In 1954, after a brief stint
as a rank-and-file CDU par
liamentary deputy in Bonn,
Hassel returned to the Schleswig-Holstein
capital of Kiel
as prime minister. His dark
blue, gray and black suits,
his plain tie, and his low-
pitched voice suggest his con-
servatlveiiess. But they hide
his energy and trigger like
actions.
During the disastrous
Schleswig- - Holstein floods
this year, Hassel ran rescue
and rehabilitation operations
like a general in the field. He
hopped from dike to dike by
helicopter. He rolled up his
shirt sleeves and joined other
volunteers piling sandbags
against the surging waters.
Told two years ago that his
state's vital Baltic Sea coast
line lacked proper defense,
Hassel thought about it for
about five minutes and put in
a call for a U.S. Marine bat
talion. Told his state's civil de
fense was almost non-existent,
he overnight organized what
is regarded as one of West
Germany's best.
"He amazed us," said a
military officer present for
the Hassel civil defense plan
ning session. "Hassel is a
civilian with what little ex
perience he ever got as a
second lieutenant. But he sure
knew how to handle the situa
tion." Hassel's administrative abil
ity and fusslcss efficiency
prompted Chancellor Aden
auer to name him a party vice
chairman. This helped make

As CDU campaign manager
in last year's general election,
Hassel severely attacked West
Berlin Mayor Willy Brandt,
the Socialist standard bearer
and a man who joined the
Norwegian underground dur
ing the war against the Nazis.
"I am calling myself a Ger
man and I am ready to share
and carry the fate of the Ger
man people and the Fathiir
land," Hassel said. "I am
bound to this vow in good and
in bad days. I am not re
noui cing my people or my
nationality for personal and
other advantages (as, he im
plied, Brandt did). I could not
leave the German 'Schicksals

common fate) if it seemed to
hold personal dangers for me

Some called him a hatchet
man for that speech.
A man of wide acquaintance
but few close friends, Hassel
breakfasts on a soft boiled
egg, a piece of dark bread and
a cup of coffee. "My wife has
no trouble cooking for me,"
heh 'says. "I prefer fish to
most everything." A man of
self-discip'ine, he gave up a
pipe and cigars on a doctor's
suggestion 10 years ago. He
drinks only an occasional glass
of wine or beer.
The new defense minister
still lives in his family's home
at Glueecksburg. The house is
furnished in the simple "Scan
dinavian modern" style. The
Hassels have a son Joachim,
21, who plans an army career,
and a daughter, Barbara, 19.
A boxer dog named "Gang
ster" completes the family.
Hassel, an avid camera fan,
is famed for his flower pho
tography in German botanical
circles. He also has an ex
pert's knowledge of the birds
in bird-rich Schleswig - Hol
stein. Like many north Germans,
Hassel speaks excellent Eng
lish. His colleagues predict
harmony between Hassel and
his Washington, London and
Paris allies but some think he
will tangle with Foreign Sec
reary Gerhard Schrocdcr.
"They share much," said
one politician. "They both
have brilliance, quiet but sure
working manner, energy - and
both have ambitions lo be
come chancellor'

Traffic Increase Noted in Region
Traffic on slate highways
showed a pronounced increase
during Novemhei compared
to the same month the previ
ous -ar, according to the
Oregon state highway depart
ment's monthly traffic report.
Rural highway traffic in
creased 8.4 per cent during
November and urban highway
traffic increased 2.8 per cent,
compared lo November, 1961.
In Jackson and Josephine
counties, a sharp increase in
travel on Highway 99 was
noted. Recorded at a point
two miles south of Talent the
traffic increased by 20.6 per
cent while in Josephine coun
ty at a point seven miles
north of Grants Pass at Grave
Creek traffic increased by
14.2 per cent.
Rural traffic increases were
noted on Highway 238 one
mile west of Ruch, up 4.5 per
cent and Highway 62 four
miles south of Shady Cove,
up 6.9 per cent.
Drrps in traffic were re
corded on Highway 66 five
miles cast of Ashlcnd, down
.4 per cent and on the Jump

But the creation of jobs for
part-time nurses is helping to
outwit cupid, according to a
report in the American Jour
nal of Nursing. More and more
of the married nurses are sign
ing up for the part-time jobs,
working week-ends and at
night.

the glass and chrome banks
of Caracas policemen sit
among the typists with pistols
at their hips, a bandolier of
bullets, and a sub-machine
gun across their knees.
Banks here have been raid
ed to the tune of over $18
million this year. Some of the
bandits are common gang
sters. Others, police say, ate
young Communist fanatics
ready to risk their lives and
those of passers-by to swell
party funds by armed robbery.
The policeman is thus more
than a guard; he is a symbol
of political warfare, an ob
trusively visible combatant in
Venezuela's own battle
against international Commu
nism.
Mortality Rate
The battle has raged for al
most the whole of the four
years of Romulo Bclancourt's
presidency. It is a history of
violent propaganda, bomb
ings, shootings, guerrilla ac
tivity, street riots, and the
rebellions in May and June
of two Marine garrisons in
which tanks and rocket-firing
jets too part.
This year alone, 47 died in
street riots, 31 policemen
were murdered, often machine-gunned
in the back
from moving cars, 40 persons
were killed in guerrilla fieht-
i"g and at least 120 persons
I wore killed in the abortive
I military uprisings.

contends this battle is one

terrorist campaign is the min
ister of the interior, Dr. Car
los Andres Perez, the most
powerful man in the cabinet,

attacked the extremists with

Communists have been dom
inated. Small incidents will
continue to occur, but they
can no longer mount disturb
ances on a scale lo threaten
the stability of lite govern
ment." Leftists Suspended
The extreme left parties -Ihe
Communists and the
Marxist Leninist movement
of Ihe revolutionary left
(MIR) - have been suspended
from all political activity,
their publications banned,
their offices closed down.
Last week 91 captured guer
rillas, among them MIR con
gressional deputy Fabricio
Ojcda, were sentenced by a
military court to a total of
1,534 years in prison.
Dr. Gustavo Machado, the
urbane secretary . general of
this continent's most aggres
sive Communist party, ac
cepts these facts with a shrug.
Says he: "Our morale has
never been higher. We will
fight t lie government on
every front. We shall never
relinquish our belief that
Marxism is the solution to the

Open War Policy
Hard-hit or not, the extreme
left maintains its policy of
open war against the govern
ment. So far in Belancourt s
four years in office the gov
ernment has won every battle.
But from now until the gen
eral elections of November,
1963, the political struggle
will become increasingly bitter.
Venezuela, immensely rich
in oil and minerals, is a stra
tegic salient in the cold war.
Politically it is Moscow's de
sired beachhead on the South
American mainland. It is the
scene of Betancourt's historic
attempt to prove that demo
cratic evolution, not revolu-
lon, is the answer to Latin
America's misery. His is the
first legitimately elected gov
ernment In the 150 years of
Venezuela's independence to
have- survived more than
three years without being
overthrown by violence. It
is In Moscow's interest that
he should not survive the re
maining 12 . months of his
term.
