Committee Will
Seek Legislation
On Sex Offenders
Portland -IUPII- Slate Rep,
William Gallagher. (H-Port-
land) said Wednesday he ex
pects the Legislative Interim
Committee of Social Problems
to move for arly enactment
of legislation dealing with sex
offenders.
The 1963 Legislature opens
Jan. 14.
Gallagher said such action
is long overdue. He added tha
early enactment might fore
stall "screwball" legislation
which sometimes results from
hysteria produced, by crimes
such as that against Mona Rae
Minyard, 6, Portland
V said he believes the most
important proposals of the in
terim committee are those
calling for expansion of the
central bureau for criminal
identification, for mandatory
reporting of all felony, sex
and narcotics cases and for
civil commitment to a state
institution of persons found
to be sexually dangerous.
. Particular Care
He said the committee took
particular care in me pro
posed legislation for civil com'
mitment to protect the rights
of individuals.
He said the measure has
provisions for voluntary com
mitment in which the person
would be sent to an institu
tion for an indefinite period
with yearly psychiatric ex
aminations. Other recommendations of
the committee include an en
hanced penalty law for second
sex offenders. It would be
strengthened to Include of
fenses , committed in other
slates In determining the re
quisite number of offenses.

Madeline Barrett, housewife
a.id business woman; Mrs.
Betly Renfro, housewife,
school board member,, and
business woman; and Howard
Harrison, Granls Pass High
school counsellor, all of
Grants Pass. The speakers
will present their Ideas about
forestry and opinions of for
esters. The program will be pre
sented at the Josephine Coun
ty courthouse, Granls Pass, at
8 p.m. Friday.
Society members, foresters
and other interested persons
are invited to attend. No
reservations are necessary.
